The Russians are slow to saddle up, but ride fast
Bismark famously remarked that “the Russians are slow to saddle up, but ride fast.”

: и не останавливаются перед обрывом: Incidentally, the Russian version is a translation from German of the same saying by the same good ole'Otto von. So,I don't think, really, there is another alternative, but Andrej's.BTW,others lack aphoristic quality too.

Russians take a long time to put the horse, but then ride (really) fast
Это один из возможных вариантов. Будет интересно посмотреть, что предложат другие коллеги.

Russians go slow now, go fast later

late starters finish first
I don't think we should use any mention of nationality at all.
Given the context, I doubt they wanted to stress who they are ethnically. Rather, the fact that despite late start they'll finish it fast (I reinforced the claim just a little bit by saying they will actually be the first, but that's a common overstatement).
