This is for a document that includes a list of specific laws and decrees applicable to the food industry in Chile. My client seems to feel that there is no translation, since the term is specific to Chile. Any thoughts?

I used capitals because it refers to a specific decree, i.e. Decreto con Fuerza de Ley Nº 725. I would think it should remain capitalized in the translation in this context.
