NB: I wouldn't even mention "history", because the set phrase "only time will tell" itself already expresses that notion.
However, (in answer to your question to Barbara) if you do feel you have to use it, the article "the" is not necessary.

Although the word "only" doesn't appear in the source text, "time will tell" without the only component seems a bit bare, and the addition of "only" sort of fleshes it out a bit. It is still a set phrase.
