Italian to English Tech/Engineering Electronics / Elect Eng surge arresters
From the technical specifications for a metal oxide surge arrester, among the documents to be submitted with the bid:

"Disegni di ingombro quotati dello scaricatore, nei quali siano evidenziati i punti di collegamento al circuito principale, quelli di collegamento alla maglia di terra della stazione ed il posizionamento del *contascariche*;"

discharge counter or surge counter/monitor

Discharge Counter

The Discharge Counter is a device used to count and record the number of discharges that an arrester has seen. This is connected in series between the surge arrester and the ground connection. A capacitor Inductor circuit is used to count the number of discharges. A non-resetable electromechanical counter is used to count and register the number of discharges.

Applications

Used with Surge Arresters to count the number of discharges and monitor the health of the arrester

Advantages

Insensitive to the shape of the wave of discharge current

Anti-corrosive housing and connecting terminals

Performance not affected by outside environment

In-built leakage current monitoring device

Reliability and Security of operation

No external source required

Simplicity of fixing/mounting

Maintenance free lIP-67 protection
Example sentence:

Surge Monitor EXCOUNT-II An advanced surge arrester monitor for intelligent monitoring and recording of surges in high voltage networks EXCOUNT-II is a complete surge arrester monitoring system. It permits recording of the number of discharges seen by the

surge arrester

Taken from the description on the Kudoz. I'm not sure if there is a more specific term. According to the page on Wikipedia the technical term is surge protection device or transient voltage surge suppressor. I would use 'surge protection device'
Example sentence:

To protect a unit of equipment from transients occurring on an attached conductor, a surge arrester is connected to the conductor just before it enters the equipment.

The surge arrester is also connected to ground and functions by routing energy from an over-voltage transient to ground if one occurs, while isolating the conductor from ground at normal operating voltages.
