Exzenter is rarely translated as 'eccentric' on its own (which has a slightly different meaning).
Normally, it is simply called a cam or the object is described (e.g. eccentric press, eccentric bolt, eccentric clamp, etc.).

In your case, it is most likely a cam or a cam plate, in which case the 'Bauch' is called the lobe.

An alternative spelling is \'excentric\' but it is used far less frequently (mainly by German sites).
