But what exactly does that cover? Maybe "operating costs" would be the safest given the lack of specificity.

Right, I was going to answer "operating costs" automatically, but then when I saw it was an apartment that didn't sound right.
agree invguy : Only 'utility charges' might do. 'Maintenance' normally includes (some) repairs, property tax etc (depending on local legislation). 'Operating' suggests rather a business, a plant, equipment etc.
