A "grille" can also be a table or chart, so the "templates" may or may not be actually intended to drill through, or it may simply be a set of drilling instructions on a card. "N20" might give a clue.

Rather than a template for drilling holes, I see this as a set of existing grilles in which holes with a nominal diameter of 20mm (N20) have already been drilled (that or the holes have been drilled to a smaller diameter and have to be enlarged).
IOW, I read it as grilles de perçage N20, not truncated as in the header, i.e. "grilles with N20 holes".
