Bezieht sich das "configuration" nur auf "rules" oder auch auf "engine"?
Eigentlich müsste es doch "systems" (Mehrzahl) heißen, wenn sich das "configuration" nur auf "rules" bezöge, denn dann wären es zwei Systeme: "payroll engine system" und "payroll rules configuration system".

Konfigurationssysteme
Ich vermute, dass es sich auf beide bezieht. Ein Plural-s fällt besonders leicht als Tippfehler weg; außerdem sind manche Autoren mit der Handhabung von Singular und Plural genrell besonders schlampig.
