Context is decisive here. Dieting could both mean to follow a diet (una dieta) and the way one eats (la dieta; il modo di alimentarsi). What the sentence may refer to is, in the first case, the Yo-yo effect of people who follow diets and then, once the diet is over, gain the weight right back. Or it could refer to the fact that the way one eats is the best indicator of whether one will gain weight or not.
Personalmente ritengo la seconda spiegazione piu' convincente, ma solo a lume di naso: Il modo di alimentarsi rimane il miglior fattore per predirre futuri aumenti di peso.
