It's been a long day and I could be reading this wrong but is it saying that trees will need to be felled but that they should try not to damage them if possible. It doesn't really make a lot of sense to me. Any ideas much appreciated.

I'll go out on bit of a limb here (sorry :-) and guess that "precisas" here means "needed/necessary" - rather than "precise/exact":

The phrase is a bit ungainly in both Spanish and English, which happens a lot with these kind of official documents:

"... to enable confirming that there will be no impact / (adverse) effects on the identified environmental conditions in the various zones, the exact cutting of trees, etc. so as to avoid damaging them as much as possible..."
(I think that there are two things that being approved/confirmed here: the fact that there will be no be no impact or (adverse) effects on the identified environmental conditions, and exactly what trees are to be cut.
I'm still a little unsure about what "estos" means - is it the trees or "los condicionantes ambientales identificados en las distintas zonas"? If they're trying to do as little damage as possible to the trees, then "cortas" probably couldn't mean "cutting down" - since it's pretty hard to minimize damage to a tree if you're cutting it down. In that case, maybe "cortas" means a type of "cutting" or "cuts" which would be more than "poda" ("pruning") but less than "cutting down" completely.

: Bad bad spanish ST. IMO, as you say the sentence says "the necessary cutting of trees, and no more, to avoid unnecessary damage to the tree mass". Cut as few as possible, spare as many as you can, so you damage the "forest" as little as possible".
