"en el caso del ministerio han mandado a una persona muy buena pero siempre vamos a tener que esperar que ellos tengan que consultar a su base"
To what does this term refer? Consulting/checking with the person about his/her opinion, position on something? Is that the idea here? But then since there is an "a", leads me to believe it's with an individual, like "representative" perhaps? What do you all think?

I am guessing that this refers to a government representative who must check with 'head office' before saying yes, or no, to whatever is on the table.
