My guess is that this is a typo, but I can't tell what it should be...

(lose) suveillance and inspection/examination - going with the context provided. Note that I add "lose" (or you could also go with "random") because Bestreifung suggests an occasional activity or a peripheral one, not very regular investigation/watch-dogging
