This means any of the above and comes from "par" which means "equal" (also taken in English "on a par with" = "equal to") in Latin and "condicio" which means "condition".
Over recent years it has been uesed to refer precisely to the amount of media exposure given to political parties.
There is actually someone who measures it and the press are obliged to make up any time or space they give in excedence to one party as opposed to another. I fear that no further comment on my part is required...

'par conditio/condicio' is very used in Italian, although a latin expression, to mean 'fairness, equality, equal possibilities' given to parties, being it political parties (and it normally refers to the Italian law, as posted above) or generally speaking it refers to the principle of equality.
