The text concerns a ship which has been bought from a Turkish company as part of a compulsory auction.
Apparently international law states that ships so purchased are then free from encumbrances but this does not apply to vessels registered in Turkey, they still remain Turkish following an auction in a foreign country.

I cannot completely fathom this sentence but in particular the "Besitzansprüche den Behörden hatte glaubhaft machen können". The full sentence is

XY (the buyer) wusste das nicht und musste erlben dass seine Schiffe arrestiert wurden, wenn sie Häfen anliefen, in denen der "FRÜHERE EIGENTÜMER SEINE BESITZANSPRÜCHE DEN BEHÖRDEN HATTE GLAUBHAFT MACHEN KÖNNEN".

Meiner Meinung nach ist der Satz sinnlos Entweder heist es ... Länder in denen er seine Besitzansprüche glaubhaft gemacht hatte oder.... Länder in denen er seine Besitzansprüche hätte glaubhaft machen können.

Hello.
I am no shipping expert, but the sentence you quote seems to mean that the buyer was unaware of the provision in Turkish law which affected his/her title to the ships, and so got the unpleasant suprise of seeing them impounded once they reached ports where the previous owner had been able to convince the local authorities that he/she had a valid claim to ownership of the vessels. For examples of the phrase "glaubhaft machen (können)" used in a context similar to this one, see the sentences and links below.

Für 'can' benutzt man häufig die Ersatzformen 'to be able to' oder 'to be allowed to'. Das liegt daran, dass man von can nur das Simple Past bilden kann (could). Möchte man einen Satz in anderen Zeitformen bilden, dann nimmt man die Ersatzformen.
