It seems to me that the key aspect of 'Augenmaß' - certainly used in a figurative sense of 'perceptiveness' and not in the literal meaning of 'eye for distances' here - is that it suggests an instinctive approach. That is, the course designers did not go through a detailed car race course specification or standard and lay out the course by measuring out every curve and straightaway to meet that specification. Rather, they used their intuitive skills to lay out the course in such a way that it met current car racing expectations, conforming to current or accepted practices or ideas.
So, maybe Augenmass means something like 'expectations/practices' here. I'll defer judgment on whether the term is used correctly here, whether there are Austrian nuances, etc., to my native German colleagues!
