Hamas: Between Liberating Palestine and Restoring the Global Islamic Caliphate

Introduction
As a religious-social movement confined to the West Bank and Gaza, Hamas has to date focused primarily on implementing a domestic socio-religious program. However, Hamas' victory in the 2005 municipal elections and 2006 parliamentary elections, and its subsequent takeover of Gaza, have raised questions regarding the future orientation of the movement's political activities. The issue most frequently debated is whether Hamas will continue to pursue its locally oriented agenda, or, taking advantage of its political momentum, will extend its influence beyond the boundaries of the West Bank and Gaza by becoming active in the arena of global jihad.
This paper assesses the possibility that Hamas will establish operative ties with global jihad movements, especially with Salafi movements such as Al-Qaeda, and join them in their global enterprises. Based on a consideration of its ideology, its roots in the Egyptian Muslim Brotherhood movement, and the policies it has adopted since the Gaza takeover, the paper concludes that Hamas' local orientation is grounded in its ideology, and that the movement is therefore unlikely to engage in global jihad and to take part in initiatives aimed at restoring the global Islamic caliphate, which was dismantled de facto in 1918 and officially abolished by Turkish leader Kamal Ataturk in 1924.
I. The Ideological Differences between Hamas and Al-Qaeda
"The Land in Which the Laws of Allah Have Gained Supremacy is the Homeland of Every Muslim"
In examining the framework in which the Hamas ideology evolved, it is useful to start with movement's founding document - the Hamas Covenant. [1] Interestingly, this document contains no explicit reference to global aspirations; on the contrary, the text repeatedly stresses that Hamas is a religious-nationalist movement whose primary goal is "to raise the banner of Allah over every inch of Palestine."
This focus on the liberation of a specific Islamic land, namely Palestine, clearly sets Hamas apart from global jihad movements like Al-Qaeda, which characterize their religious motivations in universal terms, and pursue broadly defined goals such as "waging jihad until all the Islamic lands, from Spain to Iraq, are liberated and the caliphate is fully restored," [2] or "establish[ing] a true and just state - the greater state of Islam - [stretching] from ocean to ocean." [3]
Another factor which differentiates Hamas from the global jihad movements is the use of the term "nationalism" (wataniyya) which recurs frequently in the covenant. The global jihad movements deliberately avoid using this term, since they recognize no political entity other than the global Islamic ummah, and thus do not recognize individual Muslim nations and states. [4] Sheikh Hamed Al-'Ali, a prominent Kuwaiti Salafi scholar who supports global jihad, expressed this principle in a December 2006 article titled "In Defense of the Doctrine of Those Who Unify God..." stating: "Islam refers to countries by the [religious] doctrine [they follow], and thus divides [the world] into the Abode of Islam and the Abode of Heresy. The land in which the laws of Allah have gained supremacy is the homeland (watan) of every Muslim, based on his [religious] doctrine [rather than his ethnic origin or place of birth]." [5]
"If Hamas Is... Committed to Rendering the Word of Allah Supreme... [Why Does It Sit] Beneath the Dome of the Polytheist Legislative Council?"
Also highlighting the ideological difference between Hamas and Al-Qaeda is Hamas's decision to take part in the 2005 municipal elections and in the 2006 parliamentary elections in the Palestinian Authority. Hamas's choice of political participation, rather than jihad, as its primary means of spreading Islam provoked severe criticism from prominent figures in Al-Qaeda. Al-Qaeda commander in Afghanistan Abu Yahya Al-Libi, for example, accused Hamas of being unfaithful to its Islamic goals: "If Hamas is committed to rendering the word of Allah supreme, [why does it] adopt a lame policy, [sit] beneath the dome of the polytheist legislative council, and hold meetings with the leaders of the unbelievers?... Tell us, what Islam are you talking about? Which shari'a do you intend to implement?" [6] Bin Laden deputy Ayman Al-Zawahiri likewise rebuked Hamas for its political activities after it signed the Mecca Agreement in February 2007, [7] just as he had rebuked the Muslim Brotherhood in January 2006 for participating in the Egyptian elections. [8]
Hamas' reaction to this criticism further underscores its character as a religious-nationalist movement and highlights the discrepancy between its ideology and that of Al-Qaeda. On March 12, 2007, Hamas responded to Al-Zawahiri's criticism in a communiqué that stated: "Hamas is a Salafi movement of jihad and resistance, and will remain so as long as there is [even] one inch of Palestine [still] under occupation... We shall not betray our covenant with Allah, which compels [us] to proceed on the path of jihad and resistance, until Palestine - all of Palestine - is liberated... [Hamas's] decision to run in the elections, to establish a government, and to accept the Mecca Agreement was motivated by a wish to defend the interests of the Palestinian people." [9]
In a July 2007 statement, Hamas spokesman in Gaza Fawzi Barhoum made a similar point in response to Al-Zawahiri's accusations: "Hamas has its own history and [its own] jihad. It is fighting on several fronts, [struggling to end] the occupation, to break the [political and economic] siege [on the Hamas government], and to enlist support for a united [Palestinian] government, among its other [goals]... We strive to liberate Palestine and we shall free our prisoners. We will persist until the occupation is removed from our land and from our sacred places." [10]
Conspicuously absent from Hamas' reactions to its critics is any expression of commitment to the global Islamic program - a commitment which is central to the ideology of the global jihad movements. Instead, Hamas reiterates its locally oriented focus on fighting the occupation.
"Hamas Will Not Impose its Religious and Social Programs on Others"
Another difference between Hamas' position and that of global jihad movements is evident in the policies that it has adopted since its takeover of Gaza in June 2007. Ignoring the persistent demands of the Palestinian military group Jaysh Al-Islam, [11] and of Al-Qaeda leaders like Ayman Al-Zawahiri, [12] Hamas has refrained from announcing the establishment of an Islamic emirate and from enforcing shari'a in Gaza. Instead, it has kept its promise from before the takeover to avoid imposing Islam on the public. [13] In a 2006 television interview, Hamas Political Bureau head Khaled Mash'al promised, "Hamas will not impose its religious and social programs on others. Rather, it will present [its ideas] to others without forcing them [to accept them]. [For example,] women will not be forced to wear the hijab... Hamas [follows] the principle of 'there is no compulsion in religion' and 'religion is [embraced] by choice, not by force.'" [14]
Hamas MP Hamed Al-Bitawi made a similar statement in his February 20, 2006 interview with the Jordanian daily Al-Ghad: "[Hamas] is neither a young movement nor a mob. We have a long history in the Muslim Brotherhood, which is known for its moderate thinking... We will not enforce Islamic shari'a [wholesale], though we will do our utmost to adhere to the Islamic principles, which are reasonable and prescribe what is good." [15] The view reflected in these statements is diametrically opposed to that of Al-Qaeda and other global jihad movements, who believe that it is their duty to impose shari'a in every Muslim country as soon as possible.
II. Do Hamas' Current Policies and Statements Reflect a Pragmatic Approach or an Ideological Stance?
Though Hamas' current policies and statements are clearly at odds with the worldview of the global jihad movements, the question remains whether they represent a pragmatic approach aimed at improving economic conditions in Gaza, or an ideological position. Obviously, this question cannot be answered definitely, but an examination of some key factors does allow us to assess Hamas' position, and thus to predict its probable course in the coming years. More specifically, an assessment of the ideology underlying Hamas' statements and policies, and an examination of texts it has been circulating over the last few years, indicate that Hamas is likely - at least in the near future - to remain a local player and to refrain from engaging in wider-scale activities aimed at restoring the Islamic caliphate.
A factor that supports this assessment is Hamas' ideological roots in the Muslim Brotherhood. As Lia Brynja noted, the Muslim Brotherhood perceives "[t]he revival of the Islamic caliphate... [as its] final aim," to be achieved only after its other aims - namely the liberation of Egypt, the establishment of an Islamic state there, and the attainment of Arab unity - are achieved. [16] The Muslim Brotherhood, then, appears to view the restoration of the caliphate as a vision that will be realized at some unspecified time in the far future, not as a realistic aspiration to be pursued in the present, and Hamas has apparently adopted a similar position. This explains the absence of any reference to the caliphate in the Hamas covenant and in most statements by its leaders. [17] In contrast, organizations like Al-Qaeda constantly call for the restoration of the caliphate and urge Muslims worldwide to devote their efforts to this goal. [18]
Hamas' position is also reflected in the biographies and last testaments of its martyrs. [19] Evidence shows that, in the last decade, Hamas has been using martyrs' biographies and last testaments as a vital tool in the indoctrination of the Palestinian masses. [20] A case in point is the documents published by Hamas just before the outbreak of the second Intifada, during which the movement carried out an unprecedented number of suicide attacks. [21] Just prior to the beginning of this wave of attacks, Hamas began publishing martyrs' biographies and last testaments which - unlike those published previously - were saturated with Koranic verses, quotes from the Islamic traditions (hadith), and ascetic notions derived from the early Islamic ethos of renouncing the world and its pleasures. The texts stressed the insignificance of this life and recommended martyrdom as a legitimate "fast track" to Paradise - the only worthy and desirable goal. These documents served a twofold purpose: preparing the ideological ground for the significant rise in suicide attacks, and recruiting Palestinians to follow the example of these martyrs. [22]
Interestingly, a close examination of numerous such documents posted on the Internet in 2007 finds no mention of the Islamic caliphate as one of the goals to be pursued by means of jihad and suicide operations. [23] The documents justify jihad as a means to "attain martyrdom," [24] "meet Allah," [25] "convene with the prophets," [26] "defend [Islamic] sanctities," [27] "resist occupation," [28] reach "Paradise and [marry] the Virgins," [29] "preserve Islam," [30] and "cleanse Gaza of the hypocrites," [31] but none of the documents mention the aim of bringing the world under Islamic rule. On the contrary, they consistently tie the notion of jihad to the immediate Palestinian context, and shy away from any allusion to global Islamic goals. Had Hamas intended to discard its long-standing nationalist approach in favor of a more global policy, it would presumably have used these texts to lay down the ideological infrastructure for this ideological shift.
A message posted November 11, 2007, on the Islamist website www.alhesbah.net/v, titled "The Difference between Hamas and Al-Qaeda...," explicitly stresses the movement's local focus. The document, by an anonymous Hamas member, states: "Our organization, Hamas, believes in the local [character] of the conflict with the Zionist enemy, and [therefore] refuses to export it [to regions] outside Palestine..." [32] This approach is also in line with the importance that Hamas attributes to its inter-regional and international relations. The movement is unlikely to jeopardize these relations in the near future by exporting its jihad.
III. Afterword
Though most of the evidence presented here suggests that Hamas is likely to persist in its policy of confining its armed struggle to Palestine, this does not mean that the movement will necessarily adopt an isolationist approach. On the contrary, as evident from its ties with Iran, Hamas, as a pragmatic social movement, is likely to exploit contacts and forge ties with any foreign entity that will assist it in its battle against Israel and/or against Fatah in the Territories. At this point, however, it seems unlikely that Hamas will use these ties to adopt an agenda of global jihad.
It should be noted that there have been some cases in which Hamas members were shown to have ties with Al-Qaeda. [33] However, such cases have been few, and in none was it established that the contacts reflected any decision on the part of the Hamas leadership to forge ties with this organization. On the contrary: The contacts seem to have been initiated by the individuals themselves, acting in opposition to Hamas' declared anti-Al-Qaeda policy.
As a final note, it is important to keep in mind that, given the current tension inside Hamas, any split within the movement may alter its character as a local jihad movement.

" حماس: بين تحرير فلسطين واعادة الخلافة الاسلامية العالمية "

كان على حماس ، باعتبارها حركة اجتماعية دينية منتشرة في الضفة الغربية وقطاع غزة، أن ترقى الى مرحلة أساسية تكمن في التركيز على القيام ببرنامج ديني اجتماعي وطني. ولكن انتصار حماس في الانتخابات البلدية لعام 2005 البلدية وفي الانتخابات البرلمانية 2006 فضلاً عن سيطرتها التالية على غرة، أدى بدوره الى طرح عدة تساؤلات تتعلق بالتوجه المستقبلي لأنشطة الحركة السياسية. والقضية الأكثر جدلاً تتبلور حول رغبة حماس اما في استئناف سعيها لتحقيق أجندتها الموجهه محلياً، أو أنها ستمد من نفوذها، من خلال قوتها السياسية، الى ما وراء حدود الضفة الغربية وقطاع غزة بأن تصبح أكثر نشاطاً وفاعلية في ساحة الجهاد العالمي.
هذه المقالة تقيم امكانية حماس من اقامة علاقات وروابط فعالة مع حركات الجهاد العالمي لاسيما مع الحركات السلفية مثل القاعدة، ومحاولة اللحاق بهم والانضمام اليهم في تنظيماتهم العالمية. واستناداً الى الايديولوجية الخاصة بها، والى جذورها المتأصلة من جماعة الاخوان المسلمين في مصر، وكذا سياساتها التي تبنتها منذ استيلائها على غزة، فقد خلصت المقالة الى أن التوجه المحلي لحماس قائم على ايديولوجيتها، وبالتالي فإن الحركة ليست مهيئة للانخراط في جهاد عالمي أو الانغماس في مبادرات هدفها الأسمى اعادة الخلافة الاسلامية العالمية التي سقطت في واقع الأمر عام 1918 وتم اسقاطها رسمياً من جانب الزعيم التركي كمال أتاتورك عام 1924.
1. الاختلافات الايديولوجية بين حماس والقاعدة
" الأرض التي حُكّمت فيها شرائع الله هي وطن لكل مسلم "
اذا أردنا أن نفحص اطار العمل المحتضن لتلك الايديولوجية الخاصة بحماس، فمن الضروري في بادئ الأمر أن نبدأ بالميثاق التأسيسي للحركة – ميثاق حماس. هذه الوثيقة لا تتضمن صراحة أية مرجعية الى تطلعات عالمية، بل على العكس، فالنص يؤكد، وبصورة متكررة، على أن حماس حركة وطنية دينية هدفها الأسمى " رفع راية الله على كل شبر من أرض فلسطين ".
هذا التركيز على تحرير قطعة أرض اسلامية معينة، وتحديداً فلسطين، يلقي بحماس، وبصورة جلية، بعيداً عن بؤرة حركات الجهاد العالمية مثل القاعدة التي تصم دوافعها الدينية وتضفي عليها عبارات واصطلاحات عالمية وتسعى لتحقيق أهداف جامعة محددة كـ " شن الجهاد حتى يتم تحرير الأراضي الاسلامية، من اسبانيا الى العراق، وحتى تقوم الخلافة الاسلامية " أو " اقامة الدولة العادلة الصادقة – دولة الاسلام الكبرى – الممتدة من المحيط الى المحيط ".
وثمة عامل آخر يميز حماس عن حركات الجهاد العالمية وهو استخدام مصطلح " الوطنية " التي تتكرر كثيراً في الميثاق. فبقية الحركات الجهادية تتعمد تحاشي هذا المصطلح طالما أنهم لا يعترفون بأي كيان سياسي سوى أمة الاسلام العالمية الشاملة، وبالتالي فهم لا يعترفون بكيانات ودول اسلامية تقوم على الفردية. الشيخ حامد العلي، أحد علماء السلف الكويتيين البارزين والذي يدعم الجهاد العالمي، عبر عن هذا المبدأ في مقالة نشرت في ديسمبر 2006 تحت عنوان " دفاعاً عن عقيدة الموحدين .." قائلاً : " الاسلام مرجع للدول باختلاف عقائدها التي تتبعها، وبالتالي فإنه يقسم العالم الى طائفتين، دار الاسلام، ودار الكفر والهرطقة. و الأرض التي حُكّمت فيها شرائع الله هي وطن لكل مسلم ويأتي هذا بالاستناد الى عقيدته الدينية وليس الى عرقه أو محل ولادته ".
" اذا كانت حماس ملتزمة باعلاء كلمة الله عالية خفاقه، فلماذا تجلس تحت قبة المجلس التشريعي المشرك؟"
وهناك أيضاً ما يلقي الضوء على هذا الاختلاف الايديولوجي بين حماس والقاعدة وهو قرار حماس بالمشاركة في الانتخابات البلدية لعام 2005 ثم الانتخابات البرلمانية لعام 2006 في السلطة الفلسطينية. واختيار حماس وتفضيلها الانخراط والمشاركة السياسية ، بدلاً من الجهاد، والتي اعتبرتها وسيلة رئيسية لنشر الاسلام هو ما أثار حفيظة شخصيات بارزة في تنظيم القاعدة ودفعهم لتوجيه النقد اللاذع لحماس. فعلى سبيل المثال، اتهم زعيم القاعدة في أفغانستان ، أبو يحيى الليبي، حماس بعدم الولاء والتقيد بتحقيق أهدافها الاسلامية، وقال " اذا كانت حماس ملتزمة باعلاء كلمة الله عالية خفاقه، فما الذي يدفعها لتبني سياسة الضعف العرجاء، والجلوس تحت قبة المجلس التشريعي المشرك وعقد الجلسات والمؤتمرات مع صناديد الكفر والشرك؟ .. أخبروني، ما هو هذا الاسلام الذي تتكلمون عنه؟ وما هي الشريعة التي ترغبون في تطبيقها؟ ". وعلى نفس المنوال، وجه الرجل الثاني في تنظيم القاعدة، أيمن الظواهري، رسالة توبيخ الى حماس بسبب أنشطتها وفعالياتها السياسية عقب توقيعها لاتفاقية مكة في فبراير 2007، مثلما فعل في توبيخه لجماعة الاخوان المسلمين في يناير 2006 بسبب مشاركتهم وخوضهم للانتخابات المصرية.
وقد أكد رد فعل حماس على هذا الانتقاد على شخصيتها وكونها مجرد حركة وطنية دينية، وقد بين كذلك مدى الاختلاف الملحوظ بين ايديولوجية هذه الحركة وبين ايديولوجية القاعدة. في 12 مارس 2007، ردت حماس على انتقاد الظواهري في بيان لها جاء فيه " حماس حركة سلفية للجهاد والمقاومة وسوف تظل هكذا طالما أن شبراً من تراب فلسطين لا زال تحت وطأة الاحتلال .. أما قرار حماس بخوض الانتخابات، والمشاركة في تشكيل الحكومة والتوقيع على اتفاقية مكة فكان نابع من رغبة في الدفاع وحماية مصالح الشعب الفلسطيني".
وفي بيان يوليو 2007، كرر المتحدث الرسمي باسم حركة حماس في غزة، فوزي برهوم، نفس الاشارة على اتهامات الظواهري قائلاًَ :" حماس لديها تاريخها وجهادها الخاص بها. فهي تناضل على جبهات متفرقة، فتناضل من أجل استئصال شأفة الاحتلال، وتناضل من أجل كسر الحصار الاقتصادي والسياسي المفروض على حكومة حماس، ورغبتها في دعم حكومة فلسطينية موحدة من أهم أهدافها.. نبذل ما في وسعنا من أجل تحرير فلسطين، وسوف نطلق سراح أسرانا، وسوف نثابر حتى ينتهي الاحتلال وينمحي من أرضنا ومن أماكننا المقدسة ".
والجلي والواضح في ردود الفعل الحماسستانية على ما وجه لها من انتقادات خلوها من أي تعبير عن التقيد والالتزام ببرنامج اسلامي عالمي، وهو الالتزام الذي يشكل جوهر حركات الجهاد العالمية. واستعاضت حماس عن هذا بتكرارها على التركيز الموجه محلياً على مواجهة ومقاومة الاحتلال.
" حماس لن تفرض برامجها الاجتماعية والدينية على الآخرين "
وهناك اختلاف آخر يميز بين وضع حماس ووضع حركات الجهاد العالمية يكمن في السياسات التي تبنتها منذ احكام قبضتها على غزة في يونيو 2007. فبتجاهلها للمطالب المستمرة الحثيثة من حانب الجماعة الفلسطينية المسلحة " جيش الاسلام "، وعدم الاذعان لما صرح به زعماء أمثال أيمن الظواهري، اتضح جلياً أن حماس أحجمت عن اعلانها باقامة الامارة الاسلامية وكذا عن فرض وتطبيق الشريعة بالقوة في غزة. واستعاضة عن ذلك، فقد قطعت وعوداً قبل استيلائها على غزة بتحاشي فكرة فرض الاسلام على العامة. وفي حديث تليفزيوني بث عام 2006، قطع رئيس المكتب السياسي لـ حماس السيد خالد مشعل وعده قائلاً " لن تفرض حماس برامجها الاجتماعية والدينية على أحد، وانما ستعرض أفكارها على الآخرين دون اجبارهم بقبولها. فمثلاً، لن تجبر النساء على ارتداء الحجاب .. فحماس تتبع قاعدة " لا اكراه في الدين " ، و " واعتناق الدين ليس حجراً على أحد ولن يفرض بالقوة ".
وفي تصريح مماثل، ذكر ممثل حماس في البرلمان في حديث له بتاريخ 20 فبراير 2006 أجراه مع الصحيفة الاردنية اليومية " الغد ": " حماس ليست حركة شبابية أو حتى غوغائية. نحن نحفل بتاريخ طويل في جماعة الاخوان المسلمين المعروفة بفكرها المعتدل. ولن نفرض بالقوة تطبيق الشريعة الاسلامية، غير أننا سنبذل ما بوسعنا للالتزام بالمبادئ الاسلامية التي تفضي الى الصالح والخير العام ". والرؤية المبينة في هذه البيانات والتصريحات متعارضة ومتنافية تماماً مع تلك ال تصريحات الخاصة بالقاعدة وبحركات الجهاد العالمية الاخرى التي تعتقد بأن واجبها يحتم عليها فرض وتطبيق الشريعة الاسلامية في كل دولة اسلامية بأسرع ما يمكن.
2. هل السياسات الراهنة والتصريحات الخاصة بحماس تعكس أسلوباً براغماتياً أو تبرز موقفاً أو وضعاً أيديولوجياً معيناً؟
على الرغم من أن السياسات والتصريحات الراهنة لحماس تتعارض بصورة واضحة مع الرؤية العامة الكونية لحركات الجهاد العالمية، الا أن ثمة تساؤلات لا تزال بارزة تستفسر عما اذا كانت هذه السياسات تخفي بين جنباتها أسلوباً براغماتياً يهدف الى تحسين الظروف الاقتصادية في غزة، أو موقفاً ايديولوجياً معيناً. من الواضح أن هذا التساؤل لا يمكن الاجابة عليه بالتحديد، ولكن فحص بعض العوامل الجوهرية يمكن أن يسمح بالقاء بصيص من الضوء على تقييم موقف ووضع حماس، وبالتالي التكهن بالوجهه المحتملة التي تنوي الحركة التقيد بها في السنوات القادمة. وعلى وجه الخصوص، فإن تقييم الايديولوجية التي كانت تشكل التصريحات والسياسات الجوهرية لحماس فضلاً عن فحص ودراسة النصوص التي كانت تصدرها بصفة دورية على مدار السنوات القليلة الماضية - هي خير دليل على أن حماس يحتمل أن تظل – على الأقل في المستقبل القريب – مضطلعة بدور اللاعب المحلي والاحجام عن الانخراط في أنشطة وفعاليات متوسعة تهدف الى اعادة الخلافة الاسلامية من جديد.
هذا العامل الذي يدعم التقييم المشار اليه هو الجذور الايديولوجية لحماس المتأصلة في جماعة الاخوان المسلمين. فعلى حد تعبير واشارة ليا برينجا، فإن الاخوان المسلمين يرون أن " اعادة الخلافة الاسلامية من جديد .. كهدف أسمى لها " يمكن أن يتحقق فقط بعد أن تتحقق أهدافهم الأخرى وهي تحديداً " تحرير مصر، واقامة دولة اسلامية هناك، وتحقيق مبادئ العروبة والوحدة العربية ". وبدا أن الاخوان المسلمين رأوا لاحقاً أن اعادة الخلافة الاسلامية من جديد هي مجرد رؤية ستتحقق في أزمان معينة في المستقبل البعيد، وليس كونها تطلع أو طموح حقيقي يمكن تحقيقه في الوقت الحاضر، ومن الجلي أن حماس قد تبنت هي الأخرى هذا الأسلوب وسلكت نفس الطريق. وهذا بدوره يفسر غياب أي مرجعية للخلافة في ميثاق حماس وفي غالبية التصريحات الصادرة عن قادتها وزعمائها. وعلى النقيض تماماً، فإن تنظيمات مثل القاعدة دائماً ما تتقيد بالدعوة الى ارجاع الخلافة الاسلامية وحض المسلمين في جميع أنحاء العالم على تكريس جل جهدهم لتحقيق هذا الهدف المنشود" .
وقد انعكس أيضاً وضع وموقف حماس في ِسير ووصايا الشهداء من هذه الحركة. وأشارت الدلائل الى أنه في العقود الماضية كانت حماس تستغل سير ووصايا الشهداء كدليل حي في تلقين وترسيخ مبادئ الكتل الفلسطينية. والحالة وثيقة الصلة بهذه الفكرة هي تلك الوثائق التي نشرتها حماس قبل اندلاع الانتفاضة الثانية، والتي قامت خلالها الحركة بتنفيذ عدد هائل غير مسبوق من العمليات الانتحارية. وقبل بدء هذه الموجة من الهجمات، بدأت حماس في نشر السير والوصايا الأخيرة للشهداء والتي كانت – على عكس الوصايا التي نشرت مؤخراً – ُمشّبعة بقدر كافي من الآيات القرآنية ومقتطفات من الأحاديث النبوية الى جانب أفكار ونظريات عن الزهد مستاقة من القيم الاسلامية القديمة التي تنفر من الدنيا ولذاتها. وشددت هذه النصوص على تفاهة وحقارة هذه الدنيا وحضت على الاستشهاد لأنه أسرع السبل لدخول الجنة، وهي الهدف الوحيد المرجو التي يبذل في سبيلها الغالي والنفيس. هذه الوثائق كانت سلاح ذو حدين يبرز من خلاله هدفان: أولهما، تهيئة الأرضية الايديولوجية للزيادة الملحوظة في العمليات الانتحارية، وثانيها، تجنيد وجذب الفلسطينيين لأن يسلكوا طريق هؤلاء الشهداء ويحذون حذوهم ".
ومن خلال الدراسة والفحص الدقيق للعديد من هذه الوثائق التي نشرت على الانترنت عام 2007، تبين أنه لا يوجد هناك ذكر للخلافة الاسلامية باعتبارها أحد الأهداف التي يتطلع اليها من جانب الوسائل العدة للجهاديين ومنفذي العمليات الانتحارية. وأبرزت الوثائق وفسرت الجهاد على أنه وسيلة لـ " نيل الشهادة "، و " لقاء الله "، و " حفظ عهد الأنبياء "، و " حماية المقدسات الاسلامية "، و" مقاومة الاحتلال "، و " دخول الجنة والزواج من الحور العين "، و " والدفاع عن الاسلام "، و " تطهير غزة من المنافقين "، ولكن أحداً لم يذكر في تلك الوثائق الهدف المنشود بوضع العالم كله تحت قبضة الحكم الاسلامي والشريعة الاسلامية. وعلى النقيض تماماً، فقد حاولوا بثبات الربط بين فكرة الجهاد وطبيعة البيئة والمحيط الفلسطيني الحالية، وخجلوا من الاشارة أو التلميح الى أية أهداف اسلامية عالمية. واذا كانت حماس تنوي جراء ذلك التخلص من أسلوبها الوطني القديم بغية دعم سياسة اكثر عالمية، فمن المفترض أن تستخدم هذه النصوص لتحديد وترسيم البنية الايديولوجية لهذا التحول الايديولوجي.
والرسالة التي نشرت بتاريخ 11 نوفمبر 2007 على الموقع الاسلامي www.alhesbah.net بعنوان " الفرق بين حماس والقاعدة " تؤكد بصراحة وتشدد على البؤرة والتركيز المحلي الاقليمي للحركة. ذكرت الوثيقة، التي كتبها شخص من حماس رفض الاعلان عن هويته " ان هذا التنظيم، وأعني حماس، يؤمن بالهوية والسمة المحلية الموضعية للصراع مع العدو الصهيوني، وبالتالي، فهو تنظيم رافض لتصدير هذا الجهاد أو الصراع الى مناطق خارج الحدود الفلسطينية ". هذا الأسلوب يتناغم هو الآخر مع الاهمية التي أعزتها حماس الى العلاقات والروابط الدولية الاقليمية البينية. ومن المستبعد أن تعرض الحركة هذه العلاقات والروابط للخطر في المستقبل الخطير من خلال جعل جهادها كسلعة يمكن تصديرها.
3. الخاتمة
على الرغم من أن أغلب الدلائل المستوفاه طي هذه الوثيقة تشير الى أن حماس ستصر على سياستها في الحد من نضالها وكفاحها المسلح من اجل فلسطين، الا أن هذا لا يعني أن الحركة ستتبنى بالضرورة أسلوب موصوم بالانعزالية. بل على العكس، فكما هو واضح من علاقاتها بايران، فإن حماس، باعتبارها حركة اجتماعية براغماتية، من المحتمل أن تستغل هذه الروابط والعلاقات وتعزز من روابطها مع أية كيانات أجنبية تساعدها في حسم معركتها ضد اسرائيل و/أو ضد حركة فتح في الأراضي المحتلة. ولكن عند هذه الدرجة، يبدو أن حماس لن تستخدم هذه الروابط والعلاقات من أجل تبني أجندة الجهاد العالمي.
وتجدر بنا الاشارة هنا الى أن هناك بعض الحالات التي ثبت فيها وجود علاقات بين أعضاء من حركة حماس وبين القاعدة. ومع ذلك، فإن مثل هذه الحالات كانت نادرة، ولم يظهر في أي منها وجود نية أو عزم أكيد من أي من قادة حماس على تعزيز الروابط والعلاقات مع هذا التنظيم. بل على العكس، فقد بدت الاتصالات مبادرة من أفراد بعينهم، كانوا يعارضون سياسة حماس المعلنة والمتبناه مع القاعدة.
وكاشارة أخيرة، تقتضى الضرورة والأهمية أن نتذكر جيداً أنه في ظل وجود هذا التوتر داخل حماس، فإن أي انشقاق يلم بالحركة ربما يغير من هويتها وسمتها كحركة جهادية محلية متقيدة بمكان ووضع معين.

The Iran-Saudi Cold War

There has been no Western outcry against Saudi Arabia’s mediation between the Taliban and the Afghan government. On the contrary, the Mecca talks were accompanied by senior British and U.S. officials indicating that such discussions were an evitable part of ending the war in Afghanistan. Only one country has denounced the meeting as an unacceptable capitulation to terrorism and extremism: Iran. This position reflects the untold story of Iran’s tussle with Saudi Arabia for regional influence.
The talks, held at the behest of Afghan President Hamid Karzai, took place in Mecca during the final three days of Ramadan, which ended on September 29. Those present included Saudi Arabia’s intelligence chief Prince Muqrin and his predecessor Prince Turki al-Faisal; Nawaz Sharif, the leader of Pakistan’s opposition and a man with very close links to the Saudi monarchy; and Wakil Ahmad Muttawakil, the foreign minister of the former Taliban government in Afghanistan.
Though the talks were exploratory and did not mark the start of a formal peace process, in the days afterwards U.S. Defense Secretary Robert Gates said that negotiations would ultimately be part of the end of the Afghan conflict likening this to the situation in Iraq, where the U.S. sought peace with Sunni Muslim insurgents. Brigadier Mark Carleton-Smith, the departing British commander in Afghanistan, declared that the war could not be won militarily. Karzai said the Afghan people were sick of the conflict. All this implied that the Taliban could be accommodated in a negotiated settlement.
The prospect of some sort of Taliban rehabilitation received a much frostier reception in Tehran. Iran’s Foreign Minister Manuchehr Mottaki urged the U.S. against talks, saying that the Taliban’s extremism could not be confined to the Middle East and West Asia. Iran’s ambassador to the UN said that negotiations would make Afghanistan even less stable. The chairman of Iran’s parliamentary foreign policy and national security committee said the talks would spread terrorism.
Iran despises the Taliban for three reasons. The first is sectarian. Iran is a Shia theocracy, whereas the Taliban are Sunni extremists who view Shias as heretics. In August 1998 Taliban fighters slaughtered thousands of Shia Hazaras in Mazar-e-Sharif. The Hazaras were closely aligned with the Northern Alliance, an Iranian-backed rebel coalition dedicated to fighting the Taliban; the conflict between these sides saw more than a million Afghan refugees flee to Iran.
Not surprisingly, Iran welcomed and assisted the Taliban’s downfall in 2001. Writing in the Boston Globe in late October, Lawrence Korb, Ronald Reagan’s former assistant defense secretary, noted that Iran helped U.S. forces to depose the Taliban regime and then pledged $560 million in reconstruction aid to Karzai’s government, which lifted the restrictions imposed on Shia practises by the Taliban. Iran has no desire to see this situation reversed.
Stopping the Drugs Money
A second reason for Iran’s posture is the Taliban’s involvement in the production and shipment of Afghan opiates. Iran’s impact on the Taliban’s drugs revenue is one of the untold stories of the war on terror. Even the U.S. has praised Iran’s efforts against narcotics. “There is overwhelming evidence of Iran’s strong commitment to keep drugs leaving Afghanistan from reaching its citizens,” said the U.S. State Department’s 2008 International Narcotics Control Strategy Report (INCSR). “As Iran strives to achieve this goal, it also prevents drugs from reaching markets in the West.”
The report noted that Iran has recorded “excellent” rates of drug seizures in recent years and that the U.S. has approved licenses for U.S. anti-drugs NGOs to work in Iran. It also noted that Iran has deployed unmanned surveillance vehicles, real-time commercial satellite imagery, and night vision equipment against the smugglers—and that some of this equipment was supplied by the West.
Iran has been particularly blighted by the $4 billion Afghan opium trade. The Taliban receive money and arms from heroin smugglers in return for protecting their poppy fields and trade routes. Typically, the smugglers pack bails of raw opium or semi-processed heroin onto trucks or camel trains in Pakistan and then try to cross Iran’s south-eastern border. Once in Iran, the heroin travels north-west towards Europe via Turkey, but hundreds of thousands of young Iranians have become addicted en route. Parts of the south-eastern state of Sistan-Baluchistan are a virtual warzone due to battles between state forces and heavily armed smugglers. Thousands of Iranian security forces have been killed in these encounters.
The INCSR report made no reference to an alarming development in the drugs war, one that threatens the political stability. It is Jundallah, a rebel group fighting for an autonomous Baluchistan, but one clearly connected to the heroin rings. Jundallah is drawn from Iran’s Baluch minority, a mostly Sunni ethnic group, which straddles the Iran-Pakistan border. Some in the U.S. and Pakistan have suggested the Baluch rebels are a tool of the Central Intelligence Agency, perhaps controlled from the CIA’s station in Muscat, but the Iranians have another theory: Saudi Arabia is behind Jundallah.
The Battle for Pakistan
A third reason that Iran dislikes the Taliban is because it sees the militia as a tool of Arab influence in West Asia. Saudi Arabia and the UAE were among only three countries, the other being Pakistan, to recognise the Taliban’s government in Afghanistan. The name “Taliban”—the students—stems from the original Taliban having studied at Saudi-funded religious institutions set up in Pakistan in the 1980s. Despite the Taliban’s many atrocities, Riyadh only broke relations with the Taliban government two weeks after September 11, 2001.
Iran sees a Saudi hand in Jundallah, another Sunni group connected to the Taliban and its opium revenue. On October 22, 2008 Press TV, a mouthpiece of the Iranian government, published a commentary entitled, “The princes of shadows: How to sponsor terrorism Saudi style.” Its author, Arash Parsa, accused Arab governments of colluding with Pakistan’s notorious Inter-Service Intelligence (ISI) in the Jundallah rebellion.
Parsa queried the ease with which reporters from the Dubai-based al-Arabiya television arranged interviews with Abdul Malik Rigi, Jundallah’s leader, even though Pakistan has been unable to trace him. Al-Arabiya referred to the group as a “popular resistance movement” and broadcasted footage of Jundallah beheading captured Iranian servicemen, prompting Iran to expel al-Arabiya’s Tehran bureau chief. Parsa went on to allege that Pakistan’s ISI is financially supported by Riyadh and is in league with Jundallah.
Iran is locked in a battle with the Saudis for influence in Pakistan. Tehran is favorably impressed by Pakistan’s new president Asif Zardari, who hails from a Shia Baluch family. Zardari’s prime minister and foreign minister are both drawn from Pakistan’s majority Barelvi sect, a syncretic form of Sunnism that shares elements with Shiism (such as the worship of saints). Zardari has publicly pledged himself to the war against the Taliban and has also forsworn violence against India, an old Iranian ally. Since he took office in September, Pakistan’s army has waged its most effective campaign against the Pakistan-based Taliban to date, killing as many as 1,000 militants during a summer offensive in the Bajaur tribal agency.
The Saudis, on the other hand, are heavily invested in the career of Nawaz Sharif, Zardari’s main rival. Sharif lived in well-appointed exile in Riyadh for seven years until 2007, when the personal intervention of King Abdullah forced Islamabad to allow Sharif’s return and his resumption of political life. The former prime minister is viewed with great suspicion by the U.S., which has great reservations about his record, not least his decision to conduct nuclear tests in 1998 and his courtship of Islamist votes.
Sharif is a vocal critic of Pakistan’s role in the war on terror and he is a leading advocate of talks with the Taliban. Sharif was instrumental in bringing about the Mecca meeting and his role helped to boost his political stature at home. Sharif is also leading efforts to persuade the Saudis to allow Pakistan to defer paying for oil shipments, which Saudi Arabia used to tolerate while Pakistan was subject to its post-nuclear sanctions.
Riyadh has so far refused to extend this “oil facility” to Zardari’s government, which faces an economy close to collapse. Sensing an opportunity, Iran has stepped in to offer a similar deal. In June Iran announced it would begin to export 1,100MW of electricity to Pakistan each year. One hundred megawatts would go to the new Gwadar deep-sea port on Pakistan’s Makran coast, despite the port being in direct competition with Iran’s India-backed Chahbahar port. Iran is also eager to pipe natural gas through Pakistan to India, though this project has been delayed by Delhi’s stalling.
Iran hopes that such endeavors will encourage peace between India and Pakistan and allow the latter to devote more resources to destroying the Taliban. Conversely, Sharif and his Saudi backers hope to preserve the Taliban in some form as a means of projecting influence into Afghanistan. This explains their eagerness for a negotiated settlement, and Iran’s opposition to such a deal.
Ultimately, the winner of this strategic tussle will be decided by the U.S., whose dedication to destroying the Taliban is beginning to wane. Some in Washington, like Korb, believe that Barack Obama’s new administration should embrace Iran, whose strategic priorities clearly overlap in part with those of the U.S. Others, however, remain convinced that Iran is a greater long-term problem than the Taliban, and that the U.S. would be wise to balance Iranian influence with the Sunni hardliners preferred by Riyadh.

" الحرب البادرة بين السعودية وايران "

لم نسمع صوتاً أونبرة احتجاج غربية ضد توسط المملكة العربية السعودية بين طالبان والحكومة الأفغانية. وعلى العكس تماماً، خلصت المحادثات التي تمت في مكة مع كبار المسئولين الأمريكيين والبريطايين الى أن هذه النقاشات كانت بعيدة تماماً عن مسألة انهاء الحرب في أفغانستان. دولة واحدة فقط قامت بشجب وانتقاد هذا الاجتماع الذي ينم عن اتفاقية غير مقبولة لردع الارهاب والتطرف – هذه الدولة هي ايران. وهذا الموقف يعكس القصة التي لم تُروبعد حول الصراع الايراني السعودي الذي بمقتضاه سنعرف الدولة التي ستفرض الهيمنة والنفوذ الاقليمي في المنطقة – ايران أم المملكة العربية السعودية؟!!
عقدت هذه المحادثات بناءاً على طلب الرئيس الأفغاني حامد كرزاي في مكة في آخر ثلاثة أيام من شهر رمضان، وانتهت في التاسع والعشرين من شهر سبتمبر. حفل الاجتماع بحضور كل من رئيس جهاز المخابرات السعودية الامير مقرن وسلفه الامير تركي الفيصل اضافة الى نواز شريف زعيم المعارضة الباكستاني، وهوالرجل الذي تربطه علاقات وطيدة قريبة من العائلة السعودية المالكة، فضلاً عن وكيل أحمد متوكل، وزير الخارجية الأسبق لحكومة طالبان في أفغانستان.
برغم أن المحادثات كان يغلب عليها الطابع الاستكشافي، وأنها ليست بداية لترسيم عملية سلام حقيقية، خرج وزير الدفاع الامريكي روبرت جيتس بتصريحات عقب تلك المحادثات بأيام قال فيها أن هذه المفاوضات فصل أساسي من فصول انهاء الصراع الأفغاني مشبهاً هذا بالوضع في العراق، الذي سعى الأمريكيون فيه لعقد سلام مع المتمردين من المسلمين السنة. وقد أعلن العميد مارك كارلتون سميث، القائد البريطاني في أفغانستان، أن هذه الحرب لا يمكن الظفر بها عسكرياً. وأشار كرذاي الى كم المعاناة والمرض الذي عاني منه الشعب الأفغاني نتيجة هذا الصراع. كل هذه المؤشرات والدلائل توحي بدورها الى امكانية الوصول لتهدئة واتفاق مع طالبان من خلال تسوية قيد التفاوض والنقاش.
ولا شك أن المشهد الطالباني لم يكن بالشكل المرغوب فيه في طهران من حيث حلقة رد الاعتبار، حيث كان الرد عليهم بارداً بعض الشيء. وقد فند وزير الخارجية الايراني مانوشهر متقي التصريحات الامريكية المناهضة لتلك المحادثات قائلاً أن التطرف الطالباني لم يقتصر فقط على منطقة الشرق الأوسط ومنطقة غرب آسيا. من جانبه، صرح سفير ايران لدى الأمم المتحدة قائلاً أن هذه المفاوضات من شأنها أن تزعزع من الاستقرار في أفغانستان. وعلق رئيس لجنة السياسات الخارجية والأمن القومي بالبرلمان الايراني على تلك المفاوضات قائلاً أنها ستؤدي الى نشر الارهاب.
ايران تحتقر طالبان ولا تقبلها لأسباب ثلاث. السبب الأول طائفي: من المعروف أن ايران ثيوقراطية شيعية، وطالبان عبارة عن منظومة من المتطرفين السنة الذين يعتبرون الشيعة مهرطقون وملحدين. وفي شهر أغسطس 1998، قام مقاتلون من حركة طالبان بذبح آلاف الشيعة الهزارة في مزار الشريف. ومعروف أن الشيعة من طائفة الهزارة كانوا منحازين لقوات التحالف الشمالية، وهوائتلاف من المتمردين الايرانيين الذين صبوا غاياتهم في محاربة طالبان، حتى تسبب الصراع بين الطرفين في نزوح أكثر من مليون لاجيء أفغاني فروا هاربين الى ايران.
لا تندهش من الامر، فقد رحبت إيران كما ساعدت في سقوط طالبان في العام 2001. كتب لورانس كورب المساعد السابق لوزير الدفاع الأمريكي في عهد ريغان في صحيفة بوسطن غلوب أن ايران ساعدت القوات الأمريكية للاطاحة بالنظام الطالباني، كما تعهدت بدفع 650 مليون دولار كمساعدة واعانة مالية لاعادة تشكيل حكومة كرزاي، التي تكفلت برفع القيود التي فرضتها طالبان على الطقوس والممارسات الشيعية. وبالتالي، لم ترغب ايران في أن ترى هذا الوضع ينقلب وينعكس مرة أخرى.
(الحد من تدفق أموال المخدرات)
ثمة سبب ثان يبرر الموقف الايراني المعادي لطالبان وهوتورط طالبان في انتاج وتصدير المخدرات الأفغانية. وهناك العديد من الأساطير التي لم تروبعد بشأن الحرب على الارهاب التي تلقي الضوء على التأثير الكبير لايران على حجم عائدات طالبان من الأفيون والمخدرات الأفغانية، لدرجة ان الولايات المتحدة الامريكية ذاتها أثنت على الجهود الايرانية المبذولة بغية القضاء على المخدرات، حيث أشار تقرير الاستراتيجية الدولي لضبط المخدرات بوزارة الخارجية الأمريكية الى ان ايران " تعمل على منع المخدرات من الخروج من أفغانستان والوصول الى مواطنيها، ومع جهود إيران لتحقيق هذا الهدف فإنها أيضا تمنع المخدرات من الوصول الى الأسواق في الغرب".
وقد أشار التقرير الى أن إيران قد سجلت معدلات ممتازة في حجز المخدرات في السنوات الأخيرة وقد وافقت الولايات المتحدة على منح التراخيص لمنظمات غير حكومية لمكافحة المخدرات للعمل في إيران. كما لوحظ أيضا أن ايران قد نشرت عربات مراقبة آلية وكاميرات أقمار صناعية لالتقاط صور لحظية ومعدات رؤية ليلية لملاحقة المهربين وأن بعضاً من هذه المعدات قد تم الحصول عليها من الغرب.
لقد تأثرت إيران بشكل كبير بتجارة الأفيون الأفغانية التي وصلت الى 4 مليار دولار. لقد تلقت طالبان الأموال والأسلحة من مهربي الهيروين في مقابل حماية حقول الأفيون وطرق التجارة. وبشكل رسمي، فإن المهربين يقومون بوضع لفافات الأفيون الخام أوالهيروين نصف المصنع في شاحنات أوعلى الجمال في باكستان ومن ثم يحاولون عبور حدود إيران الجنوبية الشرقية. وفي ظل نقل وتهريب الهيروين من المنطقة الشمالية الغربية الى أوروبا عن طريق تركيا، أدمن كثير من الشباب الإيرانيين المخدرات. لقد أصبحت أجزاء من الولاية الجنوبية الشرقية "بلوشستان" ساحة حرب بسبب المعارك التي تحصل ما بين قوات الدولة والمهربين المسلحين بعتاد ثقيل. وقد قتل آلاف من قوات الأمن الإيرانية في هذه المواجهات.
بيد أن تقرير " تقرير الاستراتيجية الدولي لضبط المخدرات بوزارة الخارجية الأمريكية لم يشر الى التطور الخطير في حرب المخدرات، وهوتطور يهدد الاستقرار السياسي. وهذا الخطر يتمثل في "جند الله" وهي مجموعة متمردة تقاتل من أجل استقلال بلوشستان، ولكن لهذه المجموعة اتصال وثيق بحلقات الهيروين. لقد جاءت جند الله من الأقلية البلوشية في إيران وهي أقلية سنية في أغلبها، وهي تمتد على طول حدود باكستان وإيران، وقد قال البعض في باكستان وأمريكا بأن المتمردين البلوش هم أداة في يد وكالة المخابرات المركزية الأمريكية ومن الممكن أنها تدار من مركز المخابرات الأمريكي الموجود في مسقط، ولكن للإيرانيين نظرية أخرى وهي أن السعودية هي التي تقف خلف جماعة جند الله.

أما السبب الثالث الذي دقع ايران لكراهية طالبان يكمن في أن ايران ترى أن هذه الميليشيات هي ذراع للتأثير العربي في غرب آسيا. لقد كانت السعودية والإمارات العربية المتحدة من بين الدول الثلاث (الثالثة باكستان) التي اعترفت بحكومة طالبان في أفغانستان. وكلمة طالبان - التي تعني الطلبة – أصلها أن منتسبي طالبان هم من خريجي المعاهد الدينية الممولة سعودياً والتي كان مقرها في باكستان في فترة الثمانينات. وبرغم الأعمال الوحشية التي ارتكبتها طالبان، إلا أن الرياض لم تقم بقطع العلاقات مع حكومة طالبان إلا بعد أسبوعين من أحداث الحادي عشر من سبتمبر 2001.
إن إيران ترى يداً سعودية في جند الله، وهي جماعة سنية أخرى مرتبطة بطالبان وبعائداتها من المخدرات. ففي 22 أكتوبر 2008، نشر التلفزيون الناطق باسم الحكومة الإيرانية تعليقاً بعنوان "أمراء الظل: كيف ترعى وتدعم الإرهاب على الطريقة السعودية"". وقد اتهم كاتبها، وهوآراش بارسا، الحكومات العربية بأنها تتآمر مع المخابرات الباكستانية سيئة السمعة في تمرد جند الله.
وقد شكك بارسا في السهولة التي رتب بها مراسلوقناة العربية التي تبث من دبي مقابلات مع عبد المالك ريجي، زعيم جند الله، على الرغم من أن باكستان لم تكن قادرة على تعقبه. وتشير العربية الى المجموعة على أنها "حركة مقاومة شعبية" وقد قامت ببث فيلم لجند الله وهم يقومون بقطع رؤوس رجال الأمن الإيرانيين الذين تم أسرهم، مما دفع إيران لطرد مدير مكتب العربية في طهران. وقد ذهب بارسا الى الادعاء بأن المخابرات الباكستانية يتم دعمها مالياً من قبل الرياض وهي على علاقة مع جند الله.
لا شك أن إيران تقف على خط المعركة مع السعوديين بسبب التأثير في باكستان. وقد أظهرت إيران إعجابها بالرئيس الباكستاني الجديد آصف زرداري، الذي ينتمي الى عائلة شيعية بلوشية. إن كلا من رئيس وزراء باكستان ووزير خارجيتها ينتميان الى الأغلبية السنية في باكستان التي تستند الى مباديء سنية تتسق وبعض مباديء الشيعية ( مثل عبادة القديسين والاولياء). وقد أعلن زرداري على الملأ أنه قطع عهداً على نفسه أن يحارب طالبان وينبذ العنف مع الهند والحليف الإيراني القديم. ومنذ أن استلم منصبه في سبتمبر، قام الجيش الباكستاني بشن أكبر عملية فعالة له ضد حركة طالبان في باكستان حتى اليوم، وهي العملية التي أودت بحياة ما يقرب من 1000 مسلح خلال هجومه على منطقة باجور القبلية.
السعوديون، على الجانب الآخر، قاموا باستثمارات كبيرة في شخصية نواز شريف خصم زرداري الرئيسي. لقد عاش شريف في منفاه المرفه في الرياض لمدة 7 سنوات حتى عام 2007، عندما تدخل العاهل السعودي الملك عبد الله بنفسه وأجبر إسلام آباد على إعادة نواز شريف ومزاولة حياته السياسية. إن لدى واشنطن الكثير من الشكوك حول شخصية رئيس الوزراء السابق حيث لديها عدة تحفظات على سجله الشخصي ليس أقلها قراره بإجراء اختبارات نووية عام 1998 ومغازلته للناخبين الإسلاميين!!
من الجلي أن شريف هوالصوت الناقم والمنتقد لدور باكستان في الحرب على الإرهاب كما أنه مناصر قوي للحوار مع طالبان. لقد كان لشريف دور فعال في التحضير لاجتماع مكة، وكان لهذا الدور العامل الأكبر الذي دعم موقفه السياسي في بلاده. كما أن شريف يقود جهوداً لإقناع السعوديين بتأجيل دفعات النفط والتي اعتادت السعودية على التسامح بها حينما كانت باكستان خاضعة للعقوبات بسبب برنامجها النووي.
ولكن الرياض ترفض حتى هذه اللحظة تأجيل دفعات النفط لحكومة زرداري والتي تواجه اقتصاداً على حافة الانهيار. ولأنها متيقنة تماماً من مغنم هذه الفرصة، فقد تقدمت إيران بعقد مشابه. أعلنت إيران في يونيو أنها سوف تشرع في تصدير 1100 ميغا واط من الكهرباء الى باكستان كل عام. وللعلم، فإن المائة ميغا واط سوف تذهب الى ميناء غوادار على ساحل ماركان الباكستاني، برغم أن الميناء في منافسة مباشرة مع ميناء تشابار الإيراني المدعوم هندياً. ناهيك عن أن إيران متلهفة لتصدير الغاز الطبيعي من خلال الخط الرابط بين باكستان والهند، على الرغم من أن هذا المشروع قد تم تجميده والمماطلة فيه من جانب دلهي.
تأمل إيران أن تؤدي مثل هذه المساعي الى دعم السلام ما بين الهند وباكستان وأن تسمح للأخيرة بتكريس مزيد من الموارد لتدمير طالبان. بالمقابل، فإن شريف وداعميه السعوديين يأملون بالحفاظ على طالبان بشكل ما بغية استخدامها كوسيلة للتأثير في أفغانستان. وهذا الأمر يوضح لهفتهم للدخول في حوار للتهدئة، ومعارضة إيران لمثل هذا الاتفاق.
في النهاية، فإن المنتصر في هذا الصراع الاستراتيجي سوف يتحدد من قبل الولايات المتحدة، والتي بدأ عزمها في تدمير طالبان يتلاشى. البعض في واشنطن مثل كورب يعتقدون أن إدارة باراك أوباما الجديدة يجب أن تتعامل مع إيران، والتي تتداخل أولوياتها بشكل من الأشكال مع مصالح الولايات المتحدة. على كل حال فإن الآخرين مقتنعون تماماً بأن ايران مشكلة استراتيجية بعيدة المدى أكثر من طالبان، وأن الولايات المتحدة سوف تكون حكيمة في الحفاظ على الموازنة بين التأثير الإيراني والسنة المتشددين الذين تفضلهم الرياض!!

Sleepless in Tehran

I’ve always been dubious about Barack Obama’s offer to negotiate with Iran — not because I didn’t believe that it was the right strategy, but because I didn’t believe we had enough leverage to succeed. And negotiating in the Middle East without leverage is like playing baseball without a bat.
Have you seen the reports that Iran’s president, Mahmoud Ahmadinejad, is suffering from exhaustion? It’s probably because he is not sleeping at night. I know why. Watching oil prices fall from $147 a barrel to $57 is not like counting sheep. It’s the kind of thing that gives an Iranian autocrat bad dreams.
After all, it was the collapse of global oil prices in the early 1990s that brought down the Soviet Union. And Iran today is looking very Soviet to me.
As Vladimir Mau, president of Russia’s Academy of National Economy, pointed out to me, it was the long period of high oil prices followed by sharply lower oil prices that killed the Soviet Union. The spike in oil prices in the 1970s deluded the Kremlin into overextending subsidies at home and invading Afghanistan abroad — and then the collapse in prices in the ‘80s helped bring down that overextended empire.
(Incidentally, this was exactly what happened to the shah of Iran: 1) Sudden surge in oil prices. 2) Delusions of grandeur. 3) Sudden contraction of oil prices. 4) Dramatic downfall. 5) You’re toast.)
Under Ahmadinejad, Iran’s mullahs have gone on a domestic subsidy binge — using oil money to cushion the prices of food, gasoline, mortgages and to create jobs — to buy off the Iranian people. But the one thing Ahmadinejad couldn’t buy was real economic growth. Iran today has 30 percent inflation, 11 percent unemployment and huge underemployment with thousands of young college grads, engineers and architects selling pizzas and driving taxis. And now with oil prices falling, Iran — just like the Soviet Union — is going to have to pull back spending across the board. Fasten your seat belts.
The U.N. has imposed three rounds of sanctions against Iran since Ahmadinejad took office in 2005 because of Iran’s refusal to halt uranium enrichment. But high oil prices minimized those sanctions; collapsing oil prices will now magnify those sanctions. If prices stay low, there is a good chance Iran will be open to negotiating over its nuclear program with the next U.S. president.
That is a good thing because Iran also funds Hezbollah, Hamas, Syria and the anti-U.S. Shiites in Iraq. If America wants to get out of Iraq and leave behind a decent outcome, plus break the deadlocks in Lebanon and Israel-Palestine, it needs to end the cold war with Iran. Possible? I don’t know, but the collapse of oil prices should give us a shot.
But let’s use our leverage smartly and not exaggerate Iran’s strength. Just as I believe that we should drop the reward for the capture of Osama bin Laden — from $50 million to one penny, plus an autographed picture of Dick Cheney — we need to deflate the Iranian mullahs as well. Let them chase us.
Karim Sadjadpour, an Iran expert at the Carnegie Endowment for International Peace, compares it to bargaining for a Persian carpet in Tehran. “When you go inside the carpet shop, the first thing you are supposed to do is feign disinterest,” he explains. “The last thing you want to suggest is ‘We are not leaving without that carpet.’ ‘Well,’ the dealer will say, ‘if you feel so strongly about it ...’ ”
The other lesson from the carpet bazaar, says Sadjadpour, “is that there is never a price tag on any carpet. The dealer is not looking for a fixed price, but the highest price he can get — and the Iran price is constantly fluctuating depending on the price of oil.” Let’s now use that to our advantage.
Barack Hussein Obama would present another challenge for Iran’s mullahs. Their whole rationale for being is that they are resisting a hegemonic American power that wants to keep everyone down. Suddenly, next week, Iranians may look up and see that the country their leaders call “The Great Satan” has just elected “a guy whose middle name is the central figure in Shiite Islam — Hussein — and whose last name — Obama — when transliterated into Farsi, means ‘He is with us,’ ” said Sadjadpour.
Iran is ripe for deflating. Its power was inflated by the price of oil and the popularity of its leader, who was cheered simply because he was willing to poke America with a stick. But as a real nation-building enterprise, the Islamic Revolution in Iran has been an abject failure.
“When you ask young Arabs which leaders in the region they most admire,” said Sadjadpour, they will usually answer the leaders of Hamas, Hezbollah and Iran. “When you ask them where in the Middle East would you most like to live,” he added, “the answer is usually socially open places like Dubai or Beirut. The Islamic Republic of Iran is never in the top 10.”

لقد كنت أشك دوماً بعرض باراك أوباما للتفاوض مع إيران- ليس لأنني لا أعتقد بأنها الاستراتيجية الصحيحة، بل لأنني أعتقد بأننا لا نملك ما يكفي من النفوذ للنجاح. والتفاوض في الشرق الأوسط دون نفوذ مثل لعب كرة المضرب دون مضرب.
هل رأيتم التقارير التي تقول أن الرئيس الإيراني، محمود أحمدي نجاد، يعاني من الإرهاق؟ على الأرجح أن السبب هو أنه لا ينام الليل، فمراقبة أسعار النفط تهبط من 147 إلى 57 دولارا للبرميل ليست مثل عد الخراف. وتلك النوعية من الأمور هي التي تؤرق منام مستبد إيراني وتفزعه بتلك الكوابيس.

وفي حديثه الي، أشار فلاديمير ماو، رئيس أكاديمية الاقتصاد القومي في روسيا، بأن الفترة الطويلة من ارتفاع أسعار النفط، والتي تلاها انخفاض حاد في الأسعار، هي التي قضت على الاتحاد السوفييتي. الطفرة في أسعار النفط في السبعينات جعلت الاتحاد السوفييتي يوسع من بؤرة المساعدات المالية في الداخل ثم اجتياح أفغانستان - وبعد ذلك ساعد الانخفاض في الأسعار في الثمانينات على انهيار الإمبراطورية التي توسعت أكثر مما يجب.
هذا بالضبط ما حدث مع شاه إيران: زيادة في أسعار النفط، أوهام بالعظمة، ثم انكماش مفاجئ في أسعار النفط، سقوط دراماتيكي مأساوي ... وانتهى أمرك.
في عهد أحمدي نجاد، انهمك الملالي في حفلات الاعانات والمساعدات الداخلية - استخدموا أموال النفط في دعم أسعار الطعام والبنزين والقروض العقارية وفي خلق الوظائف لشراء الشعب الإيراني. لكن الشيء الوحيد الذي لم يتمكن أحمدي نجاد من شرائه هو النمو والانتعاش الاقتصادي الحقيقي، حيث أن التضخم في إيران اليوم يصل إلى 30 بالمئة، والبطالة وصلت إلى 11 بالمئة وآلاف من الجامعيين الشباب، من بينهم مهندسون ومعماريون، يعملون كبائعي بيتزا وسائقي سيارات الأجرة. والآن، وفي ظل هبوط أسعار النفط، فإن على إيران - التي باتت مماثلة للاتحاد السوفييتي سابقاً - تقليص نفقاتها، وهو ما سيؤدي إلى هزة عنيفة ينبغي عليك وقتها أن تربط حزام المقعد بكل حذر.

هذا أمر جيد، لأن إيران تمول أيضا حزب الله وحماس وسوريا والشيعة المناهضين للولايات المتحدة في العراق. إذا ما أرادت أمريكا الخروج من العراق وترك نتائج جيدة تعول عليها، بالإضافة إلى التخلص من العقبات التي تتذيلها في لبنان وإسرائيل- فلسطين، فإن عليها أن تنهي الحرب الباردة مع إيران. هل هذا ممكن؟!! لا أدري، لكن تهاوي أسعار النفط يجب أن يعطي أمريكا دفعة للأمام.
لكن دعونا نستخدم نفوذ الولايات المتحدة بذكاء، ولا نبالغ بقوة إيران. على حد اعتقادي وقدر فهمي، فإن أمريكا يجب أن تخفض مكافأة القبض على بن لادن - من خمسين مليون دولار إلى سنت واحد اضافة الى صور لـ ديك تشيني – وبالتالي فعلينا أن نهمش الملالي الإيرانيين، وندعهم يركضون خلفنا.
كريم سادجابور، وهو خبير إيراني في مؤسسة كارنيجي للسلام الدولي، يقارن الوضع بالمساومة على سجادة فارسية في طهران. يقول "عندما تكون داخل محل للسجاد، فإن أول ما يفترض بك أن تفعله هو التظاهر بعدم الاهتمام. وآخر ما يجب أن توحي به هو :" نحن لن نغادر المحل دون السجادة". سيقول لك التاجر: " حسنا...إذا كنت راغبا فيها بشدة...".
يقول سادجابور أن الدرس الآخر من سوق السجاد هو "أنه ليس هناك رقعة تبين السعر على أي سجادة. التاجر لا يبحث عن سعر محدد، بل عن أعلى سعر يمكن له الحصول عليه - والثمن الإيراني متقلب باستمرار ويعتمد على أسعار النفط". دعونا نستخدم ذلك الآن من أجل مصلحتنا.
وأضاف سادجابور : " باراك حسين أوباما سوف يشكل تحديا آخر للملالي الإيرانيين. فالأساس المنطقي لوجودهم هو أنهم يقاومون القوة الأميركية المسيطرة التي تريد أن ُتبقي الجميع دونها. ولكن، فجأة، وفي الأسبوع القادم، ربما ينظر الإيرانيون فيرون أن الدولة التي كان قادتهم يسمونها "الشيطان الأكبر" قد انتخبت لتوها "رجلا اسمه الأوسط "حسين"، وهو اسم له دلالته لدى الشيعة، واسمه الأخير "أوباما"، ومعناه بالفارسية: "إنه معنا".
إيران في وضع ملائم للانكماش. لقد تقلصت قوتها بسبب أسعار النفط وكذلك شعبية قائدها، الذي كان يلقى الترحيب لأنه كان يريد التلويح لأمريكا بالعصا. لكن فيما يتعلق بمشروع بناء دولة حقيقي، فإن الثورة الإسلامية في إيران هي فشل ذريع.
