Source text - German FFH-Gebiete werden aufgrund Europäischen Naturschutzrechts, der sogenannten FFH-Richtlinie (Fauna-Flora-Habitat-Richtlinie), ausgewiesen. Das vorrangige Ziel der FFH-Richtlinie ist die Erhaltung der in Europa vorhandenen biologischen Vielfalt (Biodiversität) bzw. deren Wiederherstellung. Die Mitgliedstaaten der EU müssen Gebiete benennen und erhalten oder entwickeln, die für bestimmte, aus europäischer Sicht besonders schutzwürdige Lebensräume und Arten von grosser Bedeutung sind. Diese Arten und Lebensraum-Typen sind in den Anhängen der Richtlinie genannt. Die FFH-Gebiete sind Teil des EU-weiten Schutzgebietsnetzes Natura 2000. Rechtliche Grundlage ist die "Richtlinie des Rates zur Erhaltung der natürlichen Lebensräume sowie der wildlebenden Tier- und Pflanzenarten (92/43/EWG)". In Deutschland sind die Bundesländer für die Erarbeitung der Gebietsvorschläge zuständig. Die in der Karte dargestellten Gebiete (Stand 30. September 2005) sind von der Europäischen Kommission anerkannt bzw. ihr gegenüber vorgeschlagene "Gebiete von gemeinschaftlicher Bedeutung" (GGB bzw. pSCI = proposed Sites of Community Importance). In Baden-Württemberg regeln §§ 36-40 NatSchG die Errichtung, Erhaltung und Entwicklung des ökologischen Netzes "Natura 2000". Die Pflege- und Entwicklungsplanung der FFH-Gebiete wird in Baden-Württemberg federführend durch die Regierungspräsidien vorgenommen. In Rheinland-Pfalz sind die FFH-Gebiete gesetzlich geschützt nach § 25 LNatSchG.
Translation - French Les Zones Spéciales de Conservation (ZSC) sont désignées en application du droit environnemental européen, conformément à la directive dite « Habitats » (directive faune flore habitats). Leur objectif prioritaire est la conservation de la diversité biologique (biodiversité) existante en Europe, voire sa restauration. Les états membres de l’UE doivent nommer et préserver ou étendre des zones de grande importance pour certains habitats naturels et espèces nécessitant une protection particulière du point de vue européen. Ces espèces et types d’habitat sont nommés dans les annexes de la directive. Les ZSC font partie du réseau européen d’espaces protégés Natura 2000. La base juridique appliquable est la « directive du conseil pour la préservation des espèces sauvages animales et végétales ainsi que de leurs habitats (92/43/CEE) ». En Allemagne, les états fédérés sont chargés de l’élaboration des propositions de désignation. Les zones représentées sur la carte (état au 30 septembre 2005) sont reconnues par la Commission Européenne ou ont été proposées en tant que « sites d’importance communautaire » (ZSC ou pSIC, propositions de Sites d’Importance Communautaire). Dans le Baden-Württemberg la mise en place, la conservation et le développement du réseau écologique « Natura 2000 » sont régis par les articles 36 à 40 du NatSchG. La gestion et la planification du développement des ZSC sont mises en oeuvre sous le pilotage des Regierungspräsidien. En Rhénanie-Palatinat, les ZSC sont protégées juridiquement par l’article 25 LnatSchG.
