Source text - French Le mot minorité, tend de nos jours, à un emploi extensif : il peut viser des
groupes plus ou moins restreints singularisés par une pratique différente ,hors norme.
La question est alors de savoir s'il y aurait un dénominateur commun à toutes les
situations identifiables comme phénomène de minorité, de telle sorte que l'on puisse
dégager une problématique unifiée susceptible, éventuellement, de fournir une base
pour une théorie générale des minorités.
La question des minorités a été longtemps dominée par le problème des
minorités nationales, ce qui conduit peu ou prou mais nécessairement aux relations
internationales, à la construction des Etats, des nations, des Etats-nations. Mais c'est
sous d'autres aspects de plus en plus diversifiées, que se pose, dans des termes
quelque peu renouvelés, le problème des minorités.
Translation - English The word “minority” has today a very extensive usage: it is directed at groups more or less isolated by different practices outside the norm. The question is then of knowing if there is a common denominator to all indefinite situations of the minority phenomenon of such nature that we could create a unified problem detection and eventually offer a base for a general theory of minorities.
The issue of minorities has long been dominated by the problem of national minorities which leads little by little to the necessary international relations, to the creation of states, of nations, of state-nations. But it is under different, more diversified aspects and under renewed conditions that the problem of minorities finds itself.
