Source text - English What is “governance”?
The term governance often gives rise to confusion because it is (erroneously) assumed that it must refer solely to acts or duties of the government.
Of course, governments do play an important role in many kinds of governance.
However, in fact, the concept is far broader, and extends beyond merely the State.
For example, we have seen increasing reference recently to the notion of “corporate governance”, a process that involves oversight both by the State and by a host of non-State bodies, including corporations themselves.
Don McLean points out that the word governance derives from the Latin word “gubernare”, which refers to the action of steering a ship.
This etymology suggests a broader definition for governance.
One important implication of this broader view is that governance includes multiple tools and mechanisms.
Traditional law and policy are certainly among those mechanisms.
However, as we shall see throughout this primer, governance can take place through many other channels.
Technology, social norms, decision-making procedures, and institutional design: all of these are as equally important in governance as law or policy.

On the second row there are two selection boxes to insert internal links and to insert the images into your page.
Links to other pages (hyperlinks) are done using the button the line below.
Beneath are two rows buttons displaying familiar icons.
If you hold the cursor over an editor button, a description of its function will be displayed in a little yellow box beneath the cursor.
You can do full WYSIWYG editing here and you can also copy/paste from Word, Excel or other programs.
Make sure to save your changes, before moving to the next page or they will be lost.
Editor functions
Changing from the Layout editor to the HTML Editor.
To change between Edit Mode(Layout) to Edit Mode(HTML) use the icon labelled HTML or Lay out.
Most of the editing icons are disabled in HTML mode.
Cut and paste can be achieved using the Ctrl-X,C,V keys.
To Insert a Link
To insert a internal link, highlight the link word in your text.
Select the link name in the drop box at the top left of the editor.
Click the adjoining icon.
To insert a external link, highlight the link word in your text Click the world link icon to the right of the first icon row.
Type the url: into the pop up box.
To Insert an Image
To insert a image, highlight the link word in your text.
Select the image name in the drop box at the top left of the editor.
Click the adjoining icon.
Before you can do this you must upload (FTP) the image into the images folder using [IMAGES] option.
To Insert a Download Link
To insert a link to a file made available for downloading, highlight the link word in your text Select the file name in the drop box at the top left of the editor(they are listed after the internal links).
Click the adjoining icon.
Before you can do this you must upload (FTP) the file into the downloads folder using [DOWNLOADS] option.
To make a BR-linebreak instead of P-tags, use SHIFT_ENTER.
When all else fails select edit mode[HTML] and type in the raw HTML code!
Make sure to save your changes, before moving to the next page or they will be lost.
Some browsers will not allow you to use Editor's paste functions, but you can still paste using [Edit][Paste] in the browser's top bar.
