Last November, Moscow's “Sovereign Internet” bill came into force . This series of amendments allow the Russian authorities to sever the RuNet — Russia's section of the internet — from the global network in hazily defined times of crisis, giving them control over in- and outward bound flows of data. It also mandates internet service providers to provide the state greater monitoring capacities over internet traffic, and calls for the creation of a national domain name system.
Since the law's implementation, analysts worldwide have been attempting to make sense of the Kremlin's long term strategy for digital policy. In January 2020, Alena Epifanova, a researcher at the German Council on Foreign Relations (DGAP), published a widely discussed paper considering how the move would “accelerate splinternets” globally. The term ”splinternet” is used by experts to describe the splintering of the internet along geographic and commercial boundaries (also sometimes referred to as the ”internet balkanisation”.)

Source text - English On January 28, the Pakistan federal cabinet approved the “Citizens Protection (Against Online Harm) Rules, 2020,” without consulting other stakeholders or informing the public as The News International, an English-language daily, reported on February 12, 2020. The rules and regulations have been inserted in the Prevention of Electronic Crimes Act, 2016.
These set of rules will regulate all social media activities online and the social media companies would be obliged to disclose any information or data to investigation agencies when requested by the authorities. They would also be required to remove content deemed unlawful by the authorities. If platforms fail to comply with the rules, they risk being blocked and fined. It is not clear when the new rules will go into effect.

Translation - Italian Come riportato dal quotidiano in lingua inglese The News International in data 12 febbraio 2020, il Consiglio Federale pakistano ha approvato lo scorso 28 gennaio le “Norme per la protezione dei cittadini (contro il crimine online), 2020” [en, come i link seguenti, salvo diversa indicazione]. Senza coinvolgere gli altri stakeholder nella decisione, né informare il pubblico, le normative e i regolamenti sono diventati parte integrante della Legge sulla prevenzione dei reati digitali del 2016.
Tali normative disciplineranno qualsiasi attività sui social media online e le aziende che operano nel settore saranno obbligate a fornire qualsiasi informazione o dato alle agenzie investigative, qualora le autorità ne facessero richiesta. Le stesse aziende saranno inoltre tenute a rimuovere i contenuti ritenuti illegale dalle autorità e, qualora tali piattaforme non si conformassero alle normative, correrebbero il rischio di essere bloccate, oltre che sanzionate. Tuttavia, la data d'entrata in vigore del nuovo regolamento non risulta ancora fissata.
