Various processes have been undertaken in Somalia to ensure that a more child-friendly environment is promoted. The ratification of the Convention on the Rights of the Child by the Federal Government in 2015 served as a watershed moment in advancing the rights of Somali children. Since then there has been greater acknowledgement nationally and at the state levels that there is need to adopt measures that can make the enjoyment of child rights in Somalia a reality, as envisaged by the Constitution, the United Nations Convention on the Rights of the Child (CRC) and other applicable laws and policies.
This policy has therefore been developed to address the challenges faced in advancing protection of children in the South West State (SWS), and is an important commitment by the government to reduce the vulnerability of Somali children and ensure the full enjoyment of their rights as well as ensure their development to the fullest potential. The broad strategies outlined in the policy will play an important role in creating a conducive environment for children to exercise their rights. The policy builds on and reaffirms commitment by the Government of the SWS to child protection as articulated in various policy and legislative documents that support the creation of a child-friendly environment in Somalia.
Currently, child protection interventions in Somalia are provided by many different stakeholders including government Ministries and agencies, international, nation and local humanitarian and development organisations and communities. In the past, these different actors have often operated in isolation from one another hence diminishing their potential impact. Through this policy, the Government of SWS will seek to align existing child protection strategies, programmes, and activities with a view to promoting synergy and greater impact.
