4.1 Caratteristiche costruttive
4.1.1 Interruttore
Eventuali parti poste ad una altezza inferiore a 2 m che presentano parti pericolose per le persone (ad es. spigoli vivi, sporgenze, parti taglienti), devono essere adeguatamente protette e segnalate.
Deve essere assicurata l’equipotenzialità delle parti componenti l’apparecchio. Devono essere previsti due attacchi alla base del sostegno di ciascun polo, posti in posizione diametralmente opposta, corredati di viti con bulloni M12, in acciaio inox, per il collegamento alla maglia di terra dell’impianto.
4.1.2 Armadi e carpenterie metalliche
L’interruttore sarà corredato degli armadi di polo relativi al meccanismo di comando (di seguito, armadi di comando) e di un armadio di controllo (di seguito, armadio SC) fissato conformemente all’ All. 2/B al documento INGINT0001 rev. 2 . Quest’ultimo si interfaccerà con gli armadi di controllo (BCU) e protezione di stallo ubicati all’interno dei relativi chioschi.
Gli armadi saranno realizzati in acciaio inox, in leghe di alluminio o in lamiera di acciaio protetta con zincatura a caldo secondo le Norme UNI EN ISO 1461 o ciclo di protezione equivalente, di spessore non inferiore a 2 mm. Il grado di protezione minimo richiesto è IP55 (IP2X a portelle aperte). Gli armadi saranno provvisti di golfari di sollevamento. La realizzazione e il posizionamento saranno tali da agevolare le operazioni di montaggio, manutenzione e sostituzione dei singoli componenti. In particolare la base dell’armadio SC deve essere posizionata ad una altezza dal suolo non inferiore a 400 mm e l’altezza dal suolo della parte superiore dello stesso, non deve superare i 2.000 mm. Sollecitazioni derivanti dal normale esercizio dell’interruttore non devono provocare cambi di stato o danneggiamenti dei componenti contenuti negli armadi. La viteria e la bulloneria deve essere in acciaio inossidabile; quella con diametro uguale o maggiore di 12 mm può essere zincata a caldo. All’esterno dell’armadio SC deve essere prevista una vite con bullone M12, in acciaio inox, per la messa a terra dello stesso, alla quale devono far capo i collegamenti di terra degli schermi dei cavi e delle apparecchiature tramite opportuno collettore in rame, posto al suo interno.
Gli oblò per la visualizzazione esterna di eventuali segnalazioni indicate nel §4.2 devono essere realizzati con materiali resistenti ai raggi UV (ad esempio policarbonato o vetro antinfortunistico). In generale, i dispositivi di segnalazione devono essere affidabili nel tempo e di inequivocabile interpretazione, in qualsiasi condizione ambientale (ad esempio insolazione diretta).
La ventilazione delle apparecchiature poste all’interno dell’armadio SC deve essere assicurato per sola circolazione naturale dell’aria; devono essere inoltre evitati i danni dovuti ad umidità e/o bassa temperatura con un opportuno circuito di anticondensa, che dev’essere sempre alimentato e unico per tutto l’interruttore (armadi di comando, armadio SC, etc.). Non sono previsti ulteriori sistemi di riscaldamento.
Invece che nell’armadio SC, il “dispositivo di sincronizzazione” sarà ospitato nel pannello protezione e controllo del relativo stallo (all’interno del chiosco).
L’interruttore dovrà possedere tutte le predisposizioni necessarie (incluso lo spazio necessario all’interno dell’armadio SC) per l’aggiunta futura da parte del cliente finale di un “sistema di sorveglianza” che controlli le grandezze significative per la completa diagnostica dell’interruttore.
Le parti in materiale ferroso a contatto con l'atmosfera, compresi gli accessori, devono essere zincate a caldo. La zincatura deve essere eseguita conformemente alle Norme UNI EN ISO 1461. Le parti in materiale ferroso poste all’interno degli armadi devono essere verniciate o protette con zincatura elettrolitica avente codice di classificazione Fe/Zn 12, secondo le Norme UNI EN ISO 2081. Tutte le lavorazioni devono essere completamente eseguite prima del trattamento protettivo.
4.1.3 Targhe
Le targhe dati e le targhe identificative saranno in alluminio anodizzato incise con scritte di colore nero, fissate con viti o rivetti. Le targhe saranno in lingua italiana per il sito di Cepagatti, in lingua inglese per il sito di Kotor.
Per quanto concerne le targhe dati:
- quella posizionata sul fronte dell’armadio SC riporterà tutte le informazioni elencate nelle colonne 4 e 5 di tab. 6 della norma CEI EN 62271-100, ivi comprese quelle indicate come “facoltative”;
- quelle posizionate su ogni polo riporteranno le sole informazioni obbligatorie elencate nella colonna 5 di tab. 6 della norma CEI EN 62271-100.
Con riferimento alle targhe identificative:
- quella posizionata sul fronte dell’armadio SC riporterà il codice di cui alla riga “identificativo” della tabella al §1 del doc. TIFR10007CCC17521 (Foglio dati interruttori del montante trasformatori e dei filtri CA”;
- quelle posizionate su ogni polo riporteranno il codice di cui alla riga “identificativo” della tabella al §1 del doc. TIFR10007CCC17521 (Foglio dati interruttori del montante trasformatori e dei filtri CA” con l’aggiunta di un suffisso che identifichi il polo (“-4”, “-8”,”-12” per Cepagatti; “-0”, “-4”, “-8” per Kotor).
Deve essere prevista, infine, una etichetta informativa relativa alle apparecchiature contenenti gas fluorurati ad effetto serra (gas SF6), in accordo con il Regolamento (CE) n. 1494/2007 del 17/12/07.
4.2 Caratteristiche funzionali e prescrizioni di progetto
4.2.1 Interruttore
4.2.1.1 Prescrizioni generali per il funzionamento
Si applica la Norma CEI EN 62271-100, con la precisazione che gli interruttori a comando unipolare devono essere dotati di opportuni circuiti di “antipompaggio”, singoli per ciascun polo, in modo da inibire ulteriori chiusure, oltre la prima, e durante la successiva richiesta di apertura. Il circuito di antipompaggio non deve essere disattivato da inibizioni funzionali che dovessero verificarsi durante il suo funzionamento.
Sia durante il normale funzionamento dell’interruttore che durante le manovre non devono generarsi segnalazioni intempestive di allarme e/o blocco-scatto prodotte, ad esempio, da vibrazioni trasmesse ai relè ausiliari, ai manodensostati, ecc.
Le posizioni di aperto e di chiuso dei contatti principali devono essere assicurate in modo stabile e sicuro, indipendentemente dalla presenza o meno di energia nei circuiti di comando.
L’interruttore non deve manovrare in caso di accidentali interruzioni e/o successivi ripristini delle tensioni di alimentazione dei circuiti ausiliari. Fanno eccezione gli interruttori dotati di bobina a mancanza di tensione (ove richiesta), per la sola manovra di apertura.
4.2.1.2 Sganciatori
L’interruttore, per ciascun polo, deve essere dotato di 1 circuito di chiusura e di 2 circuiti di apertura, questi ultimi fra loro elettricamente indipendenti, a lancio di tensione. L’interruttore deve essere predisposto per una futura installazione di un circuito di apertura a mancanza di tensione, facilmente escludibile sia elettricamente che meccanicamente. Al momento, non si prevede l’installazione di detto sganciatore di minima tensione.
L’interruttore deve operare correttamente, inoltre, con segnali di apertura inviati sia separatamente che contemporaneamente ad entrambi i circuiti di apertura, a lancio.
Tutti gli sganciatori sia di chiusura che di apertura a lancio, non devono operare con segnali impulsivi di durata inferiore a 3 ms.
4.2.1.3 Dispositivi di blocco per alta e bassa pressione SF6
Tutte le manovre, sia locali che distanti, devono essere subordinate ai blocchi interni dell’interruttore. In funzione dei livelli delle grandezze controllate (energia di manovra e densità del gas SF6), devono essere previsti i seguenti circuiti di segnalazione/blocco:
- blocco di richiusura
- blocco di chiusura
- blocco di apertura o, in alternativa, apertura automatica con blocco definitivo (ovvero blocco in aperto).
La predisposizione fra blocco apertura ed apertura automatica deve poter essere effettuata facilmente agendo su apposite morsettiere di personalizzazione preposte allo scopo. In apertura automatica, l'interruttore deve essere capace di interrompere le correnti di corto circuito fino al suo potere di interruzione nominale.
Ogni polo dell’interruttore deve essere munito di un dispositivo per il controllo della densità del gas SF6 direttamente collegato al polo stesso. Tali dispositivi devono prevedere due livelli di intervento:
- 1° livello gas: allarme;
- 2° livello gas: blocco/scatto.
Deve essere possibile verificare la funzionalità di ciascun dispositivo, o effettuarne la sostituzione, mantenendo in pressione i poli. Per le relative segnalazioni riportate nell’armadio SC, cfr. § 4.2.2.2.
Su ciascun polo deve essere prevista anche un’indicazione visiva della densità del gas SF6 tramite dispositivi a settori colorati o altri analoghi strumenti indicatori. Un attacco deve permettere l'inserzione di un manometro campione.
4.2.1.4 Sistema di riempimento e rabbocco gas
Ogni polo deve essere corredato di un sistema di riempimento e rabbocco gas costituito da un attacco tipo DILO DN8 maschio, dotato di valvola di non ritorno, accessibile dal piano di calpestio. Deve essere possibile effettuare il rabbocco con l’apparecchiatura in servizio.
4.2.1.5 Indicazione di posizione
Si applica la Norma CEI EN 62271-100, con le seguenti precisazioni.
Sull'organo di manovra di ciascun polo deve essere prevista, in posizione ben visibile da un operatore a terra, l’indicazione della posizione dei contatti principali, rigidamente collegata alla catena cinematica di comando, aventi le seguenti caratteristiche:
- “O” bianca su fondo verde per la condizione di “Interruttore aperto”;
- “I” bianca su fondo rosso per la condizione di “Interruttore chiuso”.
Per le relative segnalazioni riportate nell’armadio SC, cfr. § 4.2.2.2.
4.2.1.6 Compatibilità elettromagnetica
Si applica la Norma CEI EN 62271-100, con la precisazione che i “sistemi secondari”, come definiti dalla norma CEI EN 60694, devono essere in grado di resistere ai disturbi elettromagnetici con classe di severità EMC “normale” come specificato nella norma IEC 62271-1. Per migliorare l’immunità ai disturbi elettromagnetici devono essere adottate le linee guida e le raccomandazioni contenute nelle Norme IEC 61000-5-1 e 61000-5-2.
I singoli apparecchi e componenti elettronici devono essere certificati EMC per le sollecitazioni attese secondo le specifiche norme CEI e IEC di prodotto.
4.2.2 Armadio di controllo (armadio SC)
4.2.2.1 Prescrizioni generali
I circuiti ausiliari (anticondensa, lampada di illuminazione interna con spegnimento automatico a portella esterna chiusa, presa di servizio 230Vca 10A di tipo Schuko con polo centrale di terra) saranno derivati da un’unica alimentazione.
Gli eventuali diodi utilizzati per separare circuiti o evitare ritorni di tensione, devono avere correnti nominali idonee ad alimentare i relativi circuiti e tensione inversa non inferiore a 3 kV.
I dispositivi di protezione delle varie alimentazioni devono essere costituiti da interruttori automatici magnetotermici conformi alla CEI EN 60898-1; il loro intervento deve essere segnalato all’esterno tramite i circuiti preposti allo scopo. Tutti gli interruttori automatici devono avere un potere di interruzione ≥ 10kA.
I componenti dei circuiti ausiliari devono rispettare le prescrizioni delle relative Norme CEI/IEC, con particolare riguardo ai relè di comando e segnalazione di cui alle Norme CEI EN 60255-6 e IEC 62271-1. Per facilitare le eventuali operazioni di manutenzione e sostituzione, tutti i componenti ed i collegamenti elettrici di bassa tensione (BT) devono essere accessibili e chiaramente individuabili tramite apposite targhette chiaramente leggibili poste in prossimità dei componenti stessi; i componenti estraibili, compresi i connettori, devono essere dotati di dispositivi antisbaglio.
I conduttori unipolari ed i cavi devono essere di tipo flessibile, con U0/U=450/750 V per i conduttori unipolari e con U0/U=0,6/1 kV per i cavi, entrambi non propaganti l’incendio, in conformità alle Norme IEC 60332-3-24.
Le estremità dei conduttori unipolari flessibili devono essere identificabili mediante opportune marcature e/o segnafili.
I collegamenti elettrici esterni tra armadio di comando, poli ed eventuali altre apparecchiature effettuati mediante cavi flessibili (Uo/U=0,6/1kV), devono essere identificabili mediante opportune marcature; se attestati su connettori, questi ultimi devono essere provvisti di dispositivi antisbaglio. Devono essere previsti cavi separati per alimentazioni c.c. e c.a.
I cavi devono avere uno schermo in rame a nastro continuo o in calza di rame, da collegare ad un apposito collettore posto all’interno dell’armadio SC, predisposto anche per il collegamento degli schermi dei cavi provenienti dal Sistema di Controllo (SC) della stazione.
Nel caso di utilizzo di connettori “per esterno” per il collegamento dei poli ed eventuali altre apparecchiature all’armadio SC, gli stessi devono essere posizionati su una parete esterna o sul fondo degli armadi, in posizione protetta ed in modo tale che i cavi entrino nei rispettivi connettori dal basso.
Nel caso di utilizzo di connettori “per interno”, gli stessi devono essere facilmente accessibili ed asportabili, insieme ai relativi cavi, semplicemente smontando appositi pannelli, corredati di passacavi.
Tutti i pressacavi, compresi quelli relativi ai cavi per il collegamento al Sistema di Controllo (SC), devono essere posizionati sul fondo degli armadi. I diametri dei cavi relativi al SC sono indicativamente riportati nell’allegato 4 della INGINT0001 rev. 2.
I collegamenti elettrici esterni tra armadio SC, poli ed eventuali altre apparecchiature, se terminati a connettore, devono essere provati in fabbrica.
4.2.2.2 Comando, controllo e segnalazione
I circuiti di comando, controllo e segnalazione saranno realizzati con tecnologia tradizionale (a relè).
Fare riferimento agli allegati 4, 5, 6 della INGINT0001 rev. 2 per quanto concerne gli schemi elettrici funzionali, le morsettiere e i cavi di interfacciamento dell’armadio SC al sistema di controllo.
A questo proposito, si precisa che, indipendentemente dall’applicabilità della INGINT0001 (quindi sia per interruttori a 420kV che a 550kV), la morsettiera “E” di interfacciamento con il sistema di controllo dovrà essere mantenuta conforme all’unificato. Eventuali contatti di posizione aggiunti, saranno quindi cablati a morsettiera in corrispondenza di morsetti liberi o aggiuntivi.
L’armadio SC includerà:
- le segnalazioni relative allo stato di aperto e di chiuso dei singoli poli, visibili dall’esterno a portella chiusa;
- le segnalazioni relative alla presenza di allarmi o blocchi per minima pressione gas SF6, visibili dall’esterno a portella chiusa;
- le segnalazioni relative allo stato delle molle, visibili dall’esterno a portella chiusa;
- i contamanovre (a quattro cifre, non azzerabili) per il conteggio delle manovre di chiusura di ogni polo;
- il commutatore scelta servizio (Servizio/Prova) a chiave, con chiave estraibile in entrambe le posizioni, posto sulla controporta all’interno dell’armadio SC;
- i pulsanti di comando (verde per la chiusura, rossi per le aperture), posti sulla controporta all’interno dell’armadio SC;
- la morsettiera “E” di interfaccia con il Sistema di Controllo, composta da morsetti conformi alle Norme CEI EN 60947-7-1 e 60947-7-2, del tipo a serraggio indiretto.
I dispositivi di segnalazione (affidabili nel tempo e di inequivocabile interpretazione, in qualsiasi condizione ambientale) devono essere progettati per funzionare continuativamente alla massima tensione prevista dei circuiti ausiliari (cfr. doc. PAFR10007CCC17980); non sono ammesse lampade di segnalazione a filamento; tutte le segnalazioni luminose devono essere dotate di opportuno dispositivo “provalampade”.
Con riferimento alle segnalazioni relative allo stato di aperto e di chiuso dei singoli poli, tali informazioni devono essere riportate tramite indicazioni luminose di colore bianco.
Per quanto concerne, in modo particolare, le segnalazioni relative ad allarmi o blocchi per minima pressione SF6, devono essere previste le seguenti indicazioni luminose, distinte per ogni polo:
- segnalazione di colore verde (assenza di allarmi gas);
- segnalazione di colore giallo (1° livello gas: allarme - necessità di rabbocco urgente);
- segnalazione di colore rosso (2° livello gas: blocco/scatto).
Le segnalazioni di minima pressione gas SF6 riportate nell’armadio di comando, devono essere univoche fra loro (l’accensione delle segnalazioni corrispondenti al 1° livello gas deve corrispondere allo spegnimento delle segnalazioni corrispondenti all’assenza di allarmi, così come l’accensione delle segnalazioni corrispondenti al 2° livello gas deve corrispondere allo spegnimento delle segnalazioni corrispondenti al 1° livello gas).
Il commutatore scelta servizio deve poter assumere le seguenti posizioni univoche:
- Servizio (S): in questa posizione devono essere abilitati i comandi di apertura e chiusura provenienti dal Sistema di Controllo (BCU o sala controllo); i comandi locali, originati dai pulsanti posti nell’armadio SC, devono essere disabilitati;
- Prova (P): in questa posizione devono essere abilitati i comandi di apertura e chiusura locali tripolari, originati dai pulsanti installati nell’armadio SC; i comandi provenienti dal Sistema di Controllo (SC) devono essere disabilitati.
L’azionamento del commutatore non deve provocare manovre intempestive dell’interruttore.
I pulsanti di comando devono comandare in tripolare il circuito di chiusura e, singolarmente, ciascun circuito di apertura dell’interruttore. I pulsanti di apertura devono essere interbloccati elettricamente con quello di chiusura.
I contatti ausiliari di posizione devono essere realizzati utilizzando contatti collegati con mezzi meccanici alle aste di comando dell'interruttore. La rilevazione della posizione dei contatti principali deve essere fatta per polo. I contatti ausiliari di posizione che si chiudono (concordi in chiusura e discordi in apertura) devono avere una discordanza massima tra loro non superiore a 20 ms. Durante le manovre non devono verificarsi sovrapposizioni fra i contatti di segnalazione delle posizioni di aperto e di chiuso dei contatti principali.
I contatti ausiliari di comando e segnalazione devono avere le caratteristiche di seguito riportate:

I motori saranno a corrente alternata monofase. Per ogni motore deve essere previsto un interruttore magnetotermico di protezione. In caso di tempo di marcia eccessivo del motore, un circuito di protezione dovrà provvedere a disalimentare il motore stesso e darne segnalazione a distanza.
4.2.3 Dispositivo di sincronizzazione
Il presente paragrafo si applica a tutti gli interruttori delle sezioni ATca delle stazioni di conversione.
4.2.3.1 Caratteristiche funzionali e costruttive
Il sincronizzatore sarà conforme alle Norme CEI EN 60255 (relè elettrici) e IEC TS 61000-6-5 (Electromagnetic compatibility (EMC) - Part 6-5: Generic standards - Immunity for power station and substation environments).
La tensione di alimentazione del sincronizzatore dovrà essere pari a 110Vcc, le tolleranze sono riportate nel documento PAFR10007CCC17980. Lo stesso dovrà poter funzionare correttamente con temperatura ambiente compresa fra -25°C e la massima indicata nelle specifiche TGFR10007CCC15010 e TGER10005CCC15010 per i due siti, e con correnti comprese fra il 5 ed il 120% della corrente nominale primaria dei TA d’impianto (corrente secondaria nominale 5A con Fs≤10), e tensione compresa fra l'80 ed il 120% di quella nominale primaria dei TV d’impianto (tensione secondaria nominale 100/√3V).
Il sincronizzatore dovrà poter accettare segnali in ingresso compresi fra l' 85% ed il 110% del valore nominale (110Vcc) per il comando di chiusura e compresi fra il 70% ed il 110% del valore nominale (110Vcc) per il comando di apertura.
I comandi di chiusura ed apertura dedicati al sincronizzatore e provenienti dal sistema di controllo di stazione (tramite armadio SC), saranno tripolari sia per la chiusura che per l'apertura. Il comando di apertura in uscita dal sincronizzatore dovrà agire solo sul primo circuito di apertura, a lancio, dell'interruttore. Dovranno, comunque, essere mantenuti gli ingressi per i normali comandi di apertura provenienti dal sistema di protezione, che dovranno essere prioritari rispetto a quelli provenienti dal sincronizzatore.
I circuiti relativi ai comandi locali di chiusura e di apertura posti nell’armadio SC, attivi con il commutatore “servizio/prova” posto in posizione di “prova”, dovranno essere opportunamente previsti: la chiusura locale dovrà essere sincronizzata, mentre l’apertura locale dovrà comandare direttamente i dispositivi di apertura dell’interruttore, senza sincronizzazione.
Nel caso di malfunzionamento del sincronizzatore deve essere previsto apposito circuito che escluda automaticamente lo stesso e consenta l'invio dei comandi di chiusura e di apertura direttamente all'interruttore. L’intervento di tale circuito deve essere segnalato (anomalia sincronizzatore).
Lo stato di funzionamento dell'apparecchiatura dovrà essere visibile sul fronte della stessa tramite apposite segnalazioni. Dovranno, inoltre, essere disponibili due segnali di anomalia tramite appositi contatti dedicati, aventi caratteristiche conformi a quanto riportato al § 4.2.2.2:
- anomalia rilevata da sincronizzatore, in caso di non corretto funzionamento dell’interruttore;
- anomalia sincronizzatore, generato da un circuito di autodiagnosi interna.

5 PROVE IN FABBRICA
5.1 Interruttore
5.1.1 Prove di accettazione
L’interruttore sarà soggetto all’esecuzione di prove di accettazione secondo quanto richiesto dalle norme applicabili. Dovranno essere effettuate, in accordo alle Norme, almeno le seguenti prove e verifiche:
• controlli a vista e di conformità; (cfr. CEI EN 62271-100 par. 7.5)
• prova di ermeticità; (cfr. CEI EN 62271-100 par. 7.4)
• verifica del rivestimento protettivo esterno; (cfr. CEI EN 62271-100 par. 7.5)
• prove di tenuta alla tensione a frequenza industriale a secco del circuito principale; (cfr. CEI EN 62271-100 par. 7.1)

5.1.2 Prove di tipo e speciali
In generale è ammesso sostituire l’esecuzione delle prove di tipo e speciali con certificazioni di prodotto purché siano rispettate le seguenti condizioni:
- disponibilità di documentazione che identifichi l’oggetto certificato e attesti la sua equivalenza all’oggetto della fornitura, secondo le specifiche e la normativa applicabile;
- disponibilità di certificazione da parte di un organismo accreditato secondo la norma UNI CEI EN 45011.
La concessione della deroga (sostituzione di prove con certificazione) è facoltà insindacabile del Committente che potrà accettare la documentazione proposta anche parzialmente; in tal caso il Fornitore dovrà eseguire, a proprio carico, le prove non ritenute adeguate.
Nel caso specifico, le certificazioni di prove di tipo e speciali richieste sono:
• prove di isolamento (cfr. CEI EN 62271-100 par. 6.2);
• prove per misura del livello di radiodisturbi (cfr. CEI EN 62271-100 par. 6.3);

Translation - English 4 TECHNICAL FEATURES OF SWITCHES
4.1 Constructive features
4.1.1 Circuit breaker
Any parts placed more than 2 m above the ground that have dangerous parts for people (ex. pointed corners, protrusions, sharp parts) must be adequately protected and marked.
The equipotentiality of the equipment's parts must be ensured. Two connections must be provided at the base of the support of each hub, located across from one another, with stainless steel screws with M12 bolts to connect to the plant's ground mesh.
4.1.2 Cabinets and metal carpentry
The switch will have cabinets with hubs related to the command mechanism (hereinafter, command cabinets) and one command cabinet (hereinafter: SC cabinet) fixed pursuant to Article 2/B of the document INGINT0001 rev. 2. The last will interface with the control (BCU) and protection cabinets of the bay located inside the related kiosks.
The cabinets will be made of stainless steel, aluminum alloy or hot-dip galvanized steel plating based on Standard UNI EN ISO 1461 or a similar protective cycle that is no less than 2 mm thick. The minimum requested degree of protection is IP55 (IP2X with the doors open). Cabinets will have lifting eye-bolts. The realization and positioning will be such to ease assembly, maintenance and replacement of the individual components. Particularly, the SC cabinet base must be positioned no more than 400 mm off the ground and the height from the ground of the upper part cannot exceed 2,000 mm. Solicitations deriving from the normal operation of the switch must not cause any change in status or damages to the components contained in the SC cabinet. The nuts and bolts must be stainless steel; anything 12 mm in diameter or greater can be hot-tip galvanized. Outside of the SC cabinet, there must be a screw with a stainless steel M12 bolt to ground it, which must be the source of the ground connections for the cables and equipment with the appropriate copper collector located inside.
Holes for the external display of eventual signals indicated in §4.2, must be built with UV-ray resistant material (for example, polycarbonate or security glass). Generally, the signaling devices must be reliable overtime and easily understandable in any environmental condition (for example, direct sunlight).
The ventilation of the devices located inside the SC cabinet must be ensured for the circulation of natural air only; also must be avoided damages due to humidity and/or low temperature with an appropriate anti-condensation circuit, which must always be on and is unique for all switches (SC cabinet, control cabinets, etc.). Additional heating systems are not planned.
Besides the SC cabinet, the “synchronization device” will be put in the protection and control panel of the related bay (inside the kiosk).
The switch will have to have all necessary set-up (including the additional space inside the SC cabinet) for the client’s future final addition of “surveillance system” which controls the significant scales for the complete diagnostics of the switch.
The iron parts that come in contact with the atmosphere, including accessories, must be hot-tip galvanized. The zincing must be done pursuant to the Standard UNI EN ISO 1461. The iron parts located inside the cabinets must be pained or protected with electrolytic galvanizing with a Fe/Zn 12 classification code based on Standard UNI EN ISO 2081. All works must be completed before the protective treatment.
4.1.3 Licenses
The data licenses and identification licenses will be made of anodized aluminum with carved black color signs, fixed with screws or rivets. The licenses will be in Italian language for Cepagatti, and in English for Kotor.
Regarding the data licenses:
- the one positioned on the front of the SC cabinet will include all information listed in columns 4 and 5 of table 6 of the standard CEI EN 62271-100, included those indicated as “optional”;
- those positioned on each hub will include only the compulsory information listed in the column 5 of table 6 of the standard CEI EN 62271-100.
With reference to the identification licenses:
- the one positioned on the front of the SC cabinet will include the code under the line “identification” of the table in §1 of the document TIFR10007CCC17521 (“Data sheet of switches of assembled transformer and CA filters”);
those positioned on each hub will include the code under the line “identification” of the table in §1 of the document TIFR10007CCC17521 (“Data sheet of switches of assembled transformer and CA filters” with addition of a suffix which identifies the hub (“-4”, “-8”,”-12” for Cepagatti; “-0”, “-4”, “-8” for Kotor).
Finally, an information label must be provided for the device containing gas fluorinated greenhouse gas (SF6 gas), in accordance with (EC) Regulation no. 1494/2007 of 17/12/07.
4.2 Functional features (characteristics) and project provisions
4.2.1 Switch
4.2.1.1 General Operative Provisions
The CEI EN 62271-100 standard applies, with the specification that unit control switches must have the appropriate “antipumping” circuits, unique for each hub, in manner to block further closings, besides the first one, and during the subsequent request for opening. The antipumping circuits cannot be deactivated by functional blockings which should be verified during its operation.
Both during normal operations of the switch and during maneuvers, no untimely alarms and/or locking-release signals should be produced, for example, by vibrations sent to the auxiliary relays, stators, etc.
The Open and Closed positions of the main contacts must be ensured in a safe and stable manner, regardless of whether there are control circuits present or not.
The switch must not maneuver in case of accidental interruptions and/or subsequent restorations of the auxiliary switch power tensions. This does not include the switches with an unpowered bobbin (optional) for opening maneuvers.
4.2.1.2 Releases
The switch, for each hub, must have no. 1 closing circuit and no. 2 opening circuits, which are electrically independent cut-out circuits. The switch must be set up for the future installation of an opening circuit without tension, which can easily be turned off both electrically and mechanically. At the moment it is not planned the installation of the mentioned minimum tension release.
The switch must also operate correctly with opening signals sent both separately and at the same time as both the cut-off opening circuits.
All closing and opening cut-off releases must not operate with impulse signals that last less than 3 ms.
4.2.1.3 Low and High Pressure Locking Devices
All maneuvers, both local and remote, must be subject to internal switch locks. Based on the controlled sized levels (maneuver energy and SF6 gas density), the following signaling/locking circuits must be provided for:
- reclosing
- closing
- opening or, alternatively, automatically opening with a definite lock (or open block).
The set-up of an open lock and an automatic opening must be done easily by using the appropriate customization clamps provided to this end. In automatic opening, the switch must be capable to interrupt short-circuit currents up to its rated breaking power.
Each switch hub must have a device to control the density of the SF6 gas directly connected to the hub itself. These devices must have two intervention levels:
It must be possible to verify the functions of each device or make a replacement while keeping pressure on the hubs. For the related signaling included in the SC cabinet, see § 4.2.2.2.
On each hub, there must be a visual indication of the SF6 gas density using colored sector devices or other similar indicator instruments.
A connection must allow the insertion of sample manometer.
4.2.1.4 Filling and Gas Topping up Station
Each hub must have a filling and gas topping up station with a DILO DN8 male pump with a no-return valve that can be accessed from the ground floor. It must be possible to do top up with the equipment in use.
4.2.1.5 Position Information
Standard CEI EN 62271-100 applies with the following specifications listed below
On the maneuver body for each hub, there must be an indication of the position of the main contacts in a clearly visible position for the ground operator, firmly connected to the control kinematic chain with the following features:
- “O” white on a green background for “switch on”;
- “I” white on a red background for “switch off”;
For the related signaling included in SC cabinet, cf. § 4.2.2.2.
4.2.1.4 Electromagnetic Compatibility
The CEI EN 62271-100 standard applies, with the specification that "secondary systems'’, as defined by standard CEI EN 60694, must be able to resist electromagnetic interferences with an EMC severity classification of "normal" as specified in IEC 62271-1. To improve immunity to electromagnetic interferences, the guidelines and recommendations contained in IEC 61000-5-1 and 61000-5-2 must be followed.
Individual devices and electronic components must be EMC certified for solicitations expected according to specific product standards CEI and IEC.
4.2.2 Control Cabinet (SC cabinet)
4.2.2.1 General provisions
Auxiliary circuits (anti-condensation, internal lighting lamp with automatic shutoff when the cabinet is closed, 230 Vc.a. - 10 A, Schuko type plug with a grounded hub) will be derived from one power source.
Any diodes used to separate the circuits or avoid strike backs must have nominal currents suitable to power the relative circuits and an inverse tension of no less than 3 kV.
The protection devices for various power sources must have magnethermic automatic switches in accordance with CEI EN 60898-1; they must be operated from the outside using special circuits. All automatic switches must have ≥ 10 kA power switch.
The components of the auxiliary circuits must respect the provisions of the relative CEI/IEC Standards, particularly with regard to the command and signal relay set forth in Standard CEI EN 60255-6 and IEC 62271-1. To facilitate any maintenance and replacement operations, all components and low tension electrical connections (BT) must be accessible and clearly identifiable through the appropriate licenses, which must be clearly legible and located near the components themselves. The extractable components, including the connectors, must have mistake-proof devices.
The unit conductors and cables must be flexible with U0/U=450/750 V for unit conductors and with U0/U=0,6/1 kV for cables, both fireproof, in accordance with Standard IEC 60332-3-24. The tips of the flexible unit conductors must be identifiable with the appropriate markings and/or symbols.
The external electrical connections between the control cabinet, the hubs and any other equipment conducted through flexible cables (Uo/U=0,6/1kV), must be identifiable through the appropriate marking; if on connectors, they must have mistake-proof devices. Separate d.c. and a.c. power cables must be provided.
The cables must have a continuous copper enclosure or a copper cover to connect to the appropriate collector located inside the SC cabinet, set-up to connect the cable enclosures from the station's Control System (SC).
If connectors are used “outside” to connect to the hubs or any other SC cabinet equipment, they must be positioned on an outside wall or on the bottom of the cabinet in a protected position so that the cables enter in their respective low connectors.
If connectors are used “inside”, they must be easily accessible and removable along with the relative cables by simply removing the panels with the cable shafts.
All cable shafts, including those for cables for the connection to the Control System (SC) must be located on the bottom of the cabinets. The diameters of the SC cables are found in annex 4.
The electrical connections outside the SC cabinet, hubs and any other requirement, if terminated with a connector, must be tested at the factory.
4.2.2.2 Command, control and signaling
The command, control and signaling circuits will be made with traditional technology (relay).
Make reference to attachments 4, 5, 6 of INGINT0001 rev.2 regarding functional electrical enclosures, terminal boxes and cables for interface of SC cabinet with the control system.
To this end, it is specified that, independently of the applicability of INGINT0001 (both for 420 kV and 550 kV switches), terminal box “E” for interface with the control system will have to be maintained pursuant to the standard. Eventual additional position contacts will be therefore wired to the terminal box in accordance with additional or free clamps.
SC cabinet will include:
- signals on whether the hubs are opened or closed, visible from outside the closed SC cabinet;
- signals regarding the presence of any alarms or locks for the minimum SF6 gas pressure, visible from outside the closed SC cabinet;
- signals regarding the spring status, visible from outside the closed SC cabinet
- the counting devices (4-digits, cannot be zeroed) to count the closing maneuvers for each hub;
- the keyed Service Selection Commutator (Service/Test) with an extractable key in both positions, placed on the inner door inside the SC cabinet;
- the control buttons (green to close, red to open), placed on the inner door inside the SC cabinet;
- the interface "E" clamp with the Control System, composed of clamps pursuant to Standard CEI EN 60947-7-1 and 60947-7-2, with an indirect lock.
The signaling devices (reliable overtime and easily understandable in any environmental condition), must be designed to continuously operate under the maximum tension set forth for the auxiliary circuits (see doc. PAFR10007CCC17980); no filament signaling lamps are allowed; all light signals must have an appropriate “test lamp” device.
With reference to signals on whether the hubs are opened or closed, these information must be included by means of white lights.
As for the, in a particular way, signals regarding the presence of any alarms or locks for the minimum SF6 gas pressure, the following lights must be provided, different for every hub:
- green signal (lack of gas alarms);
- yellow signal (1st level gas: alarm - must be closed urgently);
- red signal (2nd level gas: lock/release).
The signals of minimum SF6 gas pressure reporting in the control cabinet must be unique (light that comes on for the 1st level gas must correspond to turning off the corresponding signals if there are no alarms just as turning on the signal corresponding to the 2nd level gas must correspond to turning off the signals corresponding to the 1st level gas).
The Service Selection Commutator must be able assume the following unique positions:
– Service (S): in this position, the opening and closing commands from the Control System (BCU or control room) must be authorized; the local commands, from the buttons located in the SC cabinet, must be deactivated;
– Test (P): in this position, the local tripolar opening and closing commands from the buttons installed in the SC cabinet must be authorized; the commands from the Control System (SC) must be deactivated.
The use of the commutator must not cause any untimely maneuvers by the switch.
The command buttons must command for the tripolar switch the locking circuit and, individually, every opening circuit of the switch. The opening buttons must be interlocked electrically with the closing one.
The auxiliary position contacts must be made using contacts connected by mechanical means to the command posts (shafts) of the switch. Collecting of main contacts positions must be made per hub. The auxiliary contacts that are closed (concordant when closed, discordant when opened) must have a maximum discordance between them of no more than 20 ms. During the maneuvers, overlaps between the signaling contacts for the open and closed positions of the main contacts must not occur.
The auxiliary control and signal contacts must have the features listed in the following table:

The motors will be alternate monophase. For every motor must be planned a magnetothermic protection switch. In case of excessive motor’s gear time, a protection circuit will provide to cut the power source of the motor and to give a remote signal.
4.2.3 Synchronization Device
The present paragraph applies to all switches of section ATac of converter stations.
4.2.3.1 Functional and Constructive Features
The synchronizer will be pursuant to Standards CEI EN 60255 (electrical relays) and IEC TS 61000-6-5 (Electromagnetic compatibility (EMC) - Part 6-5: Generic standards - Immunity for power station and substation environments).
The synchronization power voltage must be equal to 110 V.d.c., tolerances are included in the document PAFR10007CCC17980. It must also be able to operate correctly with an ambient temperature between -25 and the maximum indicated in the specifications TGFR10007CCC15010 e TGER10005CCC15010 for the two sites, and with voltages between 5 and 120% of the nominal primary voltage of the plant's TA (secondary nominal voltage 5A with Fs ≤ 10) and tension between 80 and 120% of the primary nominal voltage of the plant's TV (secondary nominal voltage 100/√3 V).
The synchronization device must be able to accept incoming signals between 85% and 110% of the nominal value (110 Va.c.) for the closing control and between 70% and 110% of the nominal value (110 V.d.c.) for the opening control.
The closing and opening controls from the station's control system (through SC cabinet), used for the synchronizer, shall be tripolar both for opening and closing. The outgoing opening command for the synchronizer must only act on the first opening circuit of the switch. However, the entrances for the normal opening commands from the Station Protection System currently present on the switch must be maintained, to which must be given priority over those from the synchronizer.
The circuits regarding the local closing and opening controls located in the SC cabinet, turned on with the "service/test" commutator located in the "test" position must be appropriately modified: the local lock must be synchronized while the local opening must directly control the switch opening devices without synchronization.
In the case where a synchronizer malfunctions, there must be an appropriate circuit that automatically excludes it and allows for the opening and closing commands to be sent directly to the switch. The use of this circuit must be reported (synchronizer anomaly).
The device's operation status must be visible on the front of it with the appropriate signals. Moreover, two anomaly signals must be available on the special contacts with features compliant with that set forth in § 4.2.2.2:
- anomaly found by the synchronizer in the case of the incorrect operation of the switch;
- synchronizer anomaly, generated by an internal self-diagnosis circuit.

5 FACTORY TESTS
5.1 Switch
5.1.1 Acceptance tests
The switch will be subject to performing of acceptance testings as required by applicable standards. At least the following tests and verifications will have to be carried out in accordance with Standards:
• visual and compliance inspection; (cf. CEI EN 62271-100 par. 7.5)
• tightness tests; (cf. CEI EN 62271-100 par. 7.4)
• external protective coating verification; (cf. CEI EN 62271-100 par. 7.5)
• tests of rated industrial frequency withstanding voltage without the main circuit: (cf. CEI EN 62271-100 par. 7.1)
• insulation tests of auxiliary and command circuits (cf. CEI EN 62271-100 par. 7.2)
• measurement of the resistance of the main circuit; (cf. CEI EN 62271-100 par. 7.3)
• mechanical functioning tests; (cf. CEI EN 62271-100 par. 7.101)
• test on auxiliary and command circuits. (cf. CEI EN 62271-100 par. 7.101)
5.1.2 Type and special tests
Generally, it is accepted to replace performing of type or special tests with certifications of the product as long are respected the following conditions:
- availability of documentation which identifies the subject certificate and guarantees its equivalence with the subject of the supply, according to specifications and applicable standards;
- availability of certification by an authority accredited according to standard UNI CEI EN 45011.
Providing of waiver (replacement of tests with certification) is the incontestable power (option) of the Customer which will be able to accept also partially the proposed documentation; in such case, the Supplier shall carry out, on its own, the tests considered as inadequate.
In the specific case, the required certifications of type and special tests are the following:
• insulation tests (cf. CEI EN 62271-100 par. 6.2);
• tests for radio interference measurements (cf. CEI EN 62271-100 par. 6.3);

My name is Aleksandar Kaludjerović, and I am an interpreter of Italian and English language, from Podgorica, Montenegro.
I am employed in Crnogorski elektroprenosni sistem AD Podgorica (Montenegrin Electricity Transmission System Operator) as an assistant interpreter. I can say that my company is an internationally oriented company, with Italian transmission system operator TERNA S.p.A. as the second largest shareholder in the company, with which we are implementing the project of interconnection via submarine cable between Montenegro and Italy, one of the largest of such type in Europe.
I do both written and verbal translations (three languages included – Italian, English, and my native language Montenegrin (Serbian, as well as other Balkan languages which are similar), in all directions). I would like to emphasize that during my previous work, I performed translations from various fields of business: economy, law, electric and civil engineering, geology and others, since operations of my Company comprehend activities from all the aforementioned fields.
