Source text - French Un total de 40 patients, définis comme bilingues, ont été testés ; un patient a été testé avec trois langues et une autre avec quatre langues. Les tâches utilisées pour les cartographies cérébrales et
faites en deux langues ont consisté chez tous les patients en une tâche de dénomination et une de lecture. Un patient a été aussi testé en utilisant une tâche d’écriture en deux langues (français et arabe). Sept patients dont l’activité professionnelle impliquait des tâches de traduction ont aussi été testés en utilisant des tâches de traduction (traduire oralement un texte lu de la langue 2 en langue 1). Certains patients en fonction de la zone étudiée ont été testés avec d’autres tâches mais en une seule langue ou avec des tâches motrices.
Les interférences détectées par électrostimulation étaient localisées sur des petites zones corticales de moins de 1 cm2 que nous avons appelées « sites ». Le déplacement de l’électrode de moins d’un centimètre faisait souvent disparaitre l’interférence détectée précédemment montrant
le caractère extrêmement localisé et précis des réponses retrouvées. Ces sites d’interférence aux tâches du langage ont été très majoritairement retrouvés sur les zones classiques du langage de l’hémisphère gauche (Broca et Wernicke). Un total de 91 sites d’interférence à la tâche de
dénomination communs aux deux langues ont été retrouvés ; 20 de ces sites corticaux ne provoquaient pas d’interférence lors de la tâche de lecture (ils étaient « tâche spécifique » pour les deux langues). Trente sites d’interférence spécifique à la dénomination pour une langue ont été identifiés.
Translation - English A total of 40 patients defined as bilingual were tested; one patient was tested in three languages, and another in four. The tasks used for the brain mapping and performed in two languages consisted, for all patients, of one reading task and one naming task. One patient was also tested by using a writing task in two languages (French and Arabic.) Seven patients whose professional activity involved translation tasks were also tested by using translation tasks (orally translating a written text from language 2 into language 1.) Certain patients, depending on the are studied, were also tested with other tasks, but in a single language or with motor tasks.
Interference detected by electrostimulation was localized in small cortical areas of less than 1 cm2, which we refer to as “sites.” Displacement of the electrode by less than a centimetre often caused the previously detected interference to disappear, demonstrating the extremely localized and precise nature of the responses detected. These language-task interference sites were by and large located in the left hemisphere’s classic language areas (Broca’s and Wernicke’s areas.) A total of 91 naming-task interference sites common to both languages were found; 20 of the cortical sites
produced no interference during reading tasks (they were task-specific for both languages.) Thirty naming-task interference sites specific to one language were identified.

Le gouvernement du Québec a annoncé son intention d’évincer les derniers caribous de Val-d’Or de leur habitat naturel et de les déplacer définitivement au Zoo de Saint-Félicien. Cette décision arbitraire du Ministre des Forêts de la Faune et des Parcs de faire capturer les quelque 15 derniers caribous sauvages de la harde de Val-d’Or- une sous-population de caribous forestiers – pour un aller simple vers le Zoo de Saint-Félicien est inacceptable.
Pour l’Action Boréale Abitibi-Témiscamingue (ABAT), Nature Québec et la Société pour la nature et les parcs (SNAP Québec), cette décision de sortir de son habitat une harde entière de caribous forestiers est essentiellement politique et à courte vue.
La décision du gouvernement est un grave constat d’échec dans la protection et le rétablissement des caribous de Val-d’Or. Elle envoie un très mauvais signal en ce qui concerne le sort réservé aux autres populations de caribous et autres espèces en péril.
D’ailleurs, le Québec est toujours dans l’attente de la mise en œuvre du plan d’action pour l’aménagement de l’habitat du caribou forestier à l’échelle de l’ensemble de son aire de répartition. Le gouvernement se doit d’agir rapidement et efficacement pour éviter un déclin de cette espèce emblématique. L’inaction a assez duré.
Je demande au Ministre des Forêts de la Faune et des Parcs d’annuler sa décision, de maintenir les caribous de Val-d’Or dans leur habitat et de garder les mesures de conservation en place.
Je demande au Zoo de Saint-Félicien de refuser d’être complice de l’extirpation d’une harde sauvage de caribous.
Je demande la mise en œuvre immédiate du plan d’action pour la conservation du caribou forestier et son habitat.

Background
The government of Quebec has announced its intention to remove the remaining caribou in the Val d’Or region from their natural habitat and permanently relocate them to the Saint-Félicien Zoo. An arbitrary decision was made by the Minister of Forests, Wildlife and Parks to capture the last 15 members of the wild caribou herd in Val d’Or—a subpopulation of woodland caribou—and send them on a one-way trip to the Saint-Félicien Zoo. This is unacceptable.
Action Boréale Abitibi-Témiscamingue (ABAT), Nature Québec, and The Canadian Parks and Wilderness Society (CPAWS Quebec) believe that this decision to displace an entire herd of woodland caribou from its natural habitat is ultimately politically motivated and short-sighted.
The government’s decision is sobering evidence of a failure to protect and re-establish the Val d’Or caribou population and raises troubling questions about the fates of other caribou populations and endangered species.
Quebec is still awaiting the implementation of an action plan to manage the full distribution range of woodland caribou habitat. The government has a duty to act quickly and effectively to avoid a decline of this iconic species. We have waited long enough.
I, the undersigned, call on the Minister of Forests, Wildlife and Parks to Reverse his decision, allow the caribou to remain in Val d’Or, and to uphold conservation measures currently in place.
I, the undersigned, call on the Saint-Félicien Zoo to refuse to be complicit in the removal of a herd of wild caribou.
I, the undersigned, call for the immediate implementation of an action plan to conserve the woodland caribou population and its habitat.

Le Québec et le Canada se sont engagés à protéger 10 % de nos milieux marins d’ici 2020. Or, nous sommes encore très loin d’atteindre cet objectif pourtant jugé essentiel par la communauté internationale pour lutter contre la perte de la biodiversité marine.
Territoire maritime protégé actuellement :
- Au Québec : 1,3 %
- Au Canada : 1 %
Qu’est-ce qu’une AMP?
- Une AMP est un espace marin délimité destiné à protéger le milieu marin.
- Une même AMP peut comporter plusieurs zones de protection différentes. Certaines zones peuvent viser à interdire toutes formes d’activités, alors que d’autres zones permettent certaines activités (pêche, activités récréotouristiques, etc.) selon une règlementation établie.
- Une AMP doit être façonnée en tenant compte des particularités régionales et en respect des communautés locales.
Une des clés de succès d’une AMP est la participation de l’ensemble des usagers du milieu et des Premières Nations.
Les AMP : Une formidable opportunité de développement socioéconomique des communautés côtières!
Les effets bénéfiques des AMP sont nombreux et précieux :
- Pour un écosystème en santé
Les AMP contribuent à freiner la dégradation de l’environnement et à préserver les richesses naturelles qui se trouvent dans les milieux marins.
- Pour des pêches durables
Les AMP bien gérées peuvent avoir un impact positif sur les pêches, que ce soit par une augmentation de la diversité, de l’abondance et de la taille des poissons ainsi que des invertébrés.
- Pour un territoire attractif
Les AMP favorisent le tourisme durable et sont créatrices d’emploi dans le secteur récréotouristique.
Au Québec, 3 projets sont à l’étude dans le Saint-Laurent :
1. L’estuaire du Saint-Laurent, considéré comme un possible complément du parc marin Saguenay–Saint-Laurent
2. Le banc des Américains (extrémité Est de la péninsule gaspésienne)
3. Le plateau madelinien aux Îles-de-la-Madeleine
Projet d’AMP aux Îles-de-la-Madeleine
Un projet d’aire marine protégée d’environ 17 000 km² est en discussion depuis 2004.
À lui seul, ce projet permettrait d’atteindre la cible intérimaire de 10 % d’aires marines protégées en 2020 et de sécuriser et amplifier les valeurs économiques dont dépendent les Madelinots.

Quebec and Canada are committed to protecting 10% of our marine environments by 2020, a goal the international community considers essential in the fight against the loss of marine biodiversity. Unfortunately, we still have a long way to go.
Percentage of marine territory currently protected:
- In Quebec: 1.3%
- In Canada: 1%
What is an MPA?
- An MPA is a demarcated marine space dedicated to the protection of the marine environment.
- A single MPA may contain several different protection zones. In some of these zones, all human activities may be restricted, while others may allow activities (such as fishing and tourism activities), subject to regulation.
- An MPA’s design must take into account the distinctive features of the region and consider the needs of the local community.
The participation of both First Nations populations and an area’s users are key to the success of an MPA.
MPAs: An opportunity for the socioeconomic development of neighbouring communities
MPAs offer many valuable advantages, including:
- Maintaining a healthy ecosystem
MPAs help to slow environmental degradation and preserve natural resources found in marine environments.
- Promoting sustainable fishing
Well-managed MPAs can have a positive impact on the fishing industry by increasing the diversity, population, and size of fish and invertebrates.
- Preserving natural beauty
MPAs promote ecotourism and create jobs in the recreation and tourism sectors.
In Quebec, 3 projects are under study in the St. Lawrence:
1. The St. Lawrence Estuary, which is being considered as a possible extension of the Saguenay-St. Lawrence Marine Park
2. The American Banks (the eastern edge of the Gaspé Peninsula)
3. The Magdalen Shallows plateau surrounding the Îles-de-la-Madeleine

A proposed marine protected area of roughly 17,000 km2 has been under discussion since 2004. This project would, on its own, allow us to achieve our interim goal to protect 10% of marine areas by 2020, and provide economic security and expansion for island residents.
