Source text - English Contrary to my previous convictions a lack of free speech doesn't only exist in Bulgaria because of the power of "untouchable" landowners, oligarchs and big capital, but also due to the silent complicity of journalists, consumers, and regulatory bodies.
A quick search from my desk is enough to discover problems, propose solutions and expose this obedience to authority. The overall picture could be summarised by a lack of transparency in media ownership, a decrease in media pluralism and a decline in freedom of expression.
Reporters without Borders and their 2015 Annual World Press Freedom Index put Bulgaria in last place out of the 28 EU countries, and it was ranked 106th out of a total of 180 states surveyed – having dropped 6 positions when compared to the previous year.
What is even more worrying is the fact that just a few years ago (in 2006) the country was in joint 35th place. This means that over the last 9 years it has dropped 71 positions. Interestingly enough, Bulgaria joined the European Union in 2007 and since then the situation seems to have gone from bad to worse.
Translation - French Contrairement à mes convictions précédentes, le manque de parole libre en Bulgarie n'existe pas seulement à cause du pouvoir des « intouchables » oligarques et des gros capitaux, mais aussi à cause du silence complice des journalistes, consommateurs, et autres organismes de réglementation.
Une recherche rapide depuis mon bureau suffit pour découvrir les problèmes, proposer des solutions et exposer cette obéissance à l'autorité. Le tableau pourrait être défini par un manque de transparence dans la propriété des médias, une décroissance du pluralisme médiatique ainsi qu'un déclin dans la liberté d'expression.
En 2015, lors de l'Index Annuel sur la Liberté de la Presse Mondiale, Reporters sans Frontières a classé la Bulgarie en dernière place parmi les 28 États européens. Elle a aussi été classée 106ème parmi un total de 180 États surveillés - équivalent à une perte de 6 places par rapport à l'année précédente.
Ce qui est même plus inquiétant, c'est le fait que quelques années en arrière seulement (en 2006) elle éfigurait à la 35ème place. Ce qui signifie qu'au cours des 9 dernières années, elle a perdu 71 positions. La Bulgarie a rejoint l'Union européenne en 2007 : depuis lors, la situation semble s'être aggravée.

Source text - English In an amazing display of American conceit, US Secretary of State John Kerry made no mention of any reparations to developing countries suffering the effects of climate change, a subject known around COP21, the international climate summit taking place this week, as “loss and damage.” Applauding Citibank, Bank of America, Goldman Sachs and the private sector for investing in “climate projects,” Kerry admonished listeners not to sit around “waiting for Godot,” and called so-called clean energy “one of the greatest economic opportunities the world has ever known.”
His message was clear. Speaking exclusively to big business despite his location at an international conference on the northeastern outskirts of the French capital, Kerry blamed the developing world for their part in polluting the atmosphere, and largely absolved the world’s wealthiest countries from contributing to climate change. Invoking Bill Gates and the invisible hand of capitalism, he repeatedly emphasised the role of private enterprise and “the marketplace” in repairing the environment. Culminating in an unimpressive yet applause-garnering pledge of $800 million in “grant-based adaptation investments by the year 2020,” Kerry concluded that the rest of the world needs to get with the programme.
“The fact is that even if every single American citizen biked to work, carpooled to school, used only solar panels to power their homes – if we each planted a dozen trees – if we somehow eliminated all of our domestic greenhouse gas emissions – guess what? That still wouldn’t be enough to offset the carbon pollution coming from the rest of the world…. not when more than 65 percent of the world’s carbon pollution comes from the developing world…. No matter how much half the world does to clean up its act, if similar steps aren’t taken by the rest of the world, Earth still has a problem.”
Translation - French Dans un étalage à peine croyable de vanité américaine, le Secrétaire d'Etat John Kerry n'a fait nulle mention de réparations pour les pays en voie de développement subissant le changement climatique (ce qu'on appelle les "les pertes et les dommages"), sujet pourtant récurrent lors de la COP21, sommet international pour le climat se déroulant cette semaine. Applaudissant la Citibank, la Bank of America, Goldman Sachs et le secteur privé pour leur investissement dans les "projets pour le climat", Kerry a prié l'audience de ne pas s'asseoir "en attendant Godot", et a soutenu que les soi-disants énergies propres étaient "l'une des plus grandes opportunités économiques que le Monde ait connu".
Son message était clair. S'adressant exclusivement au monde de la grande finance, et ce malgré le fait qu'il se trouvait en conférence internationale dans la banlieue nord-est de la capitale française, Kerry a insisté sur la responsabilité qu'ont les pays en voie de développement dans la pollution de l'atmosphère, tout en atténuant celle des pays les plus riches dans le changement climatique. Invoquant Bill Gates et la main invisible du capitalisme, il a sans cesse mis en avant le rôle des entreprises privées ainsi que " le marché" dans la sauvegarde de l'environnement. Terminant sur un quelconque - mais qui lui apporta tout de même une vague d'applaudissements - plan à 800 millions de dollars "d'investissements d'adaptation basés sur des subventions", Kerry a conclu que le reste du monde devait adhérer au programme.
"Le fait est que même si chaque citoyen Américain se rendait au travail à vélo, à l'école en covoiturage, et utilisait seulement des panneaux solaires pour électriser sa maison - devinez quoi ? - cela ne serait toujours pas suffisant pour compenser la pollution au carbone provenant du reste du monde... pas lorsque plus de 65 % de la pollution au carbone mondiale provient des pays en développement... Peu importe combien la moitié du monde prend sa part de responsabilité, si un chemin similaire n'est pas pris par le reste du Monde, la Terre aura toujours un problème ".

Source text - English In Senegal, where approximately one third of the population is below the age of 25 years , adolescent and young people’s sexual and reproductive health (AYSRH) is increasingly recognized as priority by the Government and civil society. While some progress has been achieved, young people in Senegal still encounter many barriers and problems related to SRH, as evidenced by the following statistics:
• The adolescent pregnancy rate (15 – 19 yrs.) is 78 per 1000, with a particularly high number of births among adolescents in rural areas.
• Just under one in five (18.7 percent) of adolescents (15-19 yrs) have started childbearing.
• Analysis of maternal mortality by age group reveals an excess mortality of adolescent mothers (15-19 yrs.), with 629 maternal deaths per 100,000 live births compared to 434 per 100,000 for all women of reproductive age.
Translation - French Au Sénégal, où approximativement un tiers de la population est en-dessous de l’âge de 25 ans, la santé sexuelle et reproductive des adolescents et des jeunes (SSRAJ) est très hautement reconnue comme une priorité par le gouvernement et la société civile. Tandis que certains progrès ont été réalisés, les jeunes Sénégalais rencontrent encore beaucoup de barrières et de problèmes en relation avec le SSRAJ, comme les statistiques suivantes le démontrent :
