Source text - English The UN Special Rapporteur on the right to freedom of expression, Frank La Rue, has released a report which focuses on the link between online freedom and freedom of speech. Many of the threats to individual expression stem from the increasing restrictions on anonymity online; these limits can have a “chilling effect, dissuading the free expression of information and ideas”. Several countries require users to register their names and details when using internet cafes, or buying mobile SIM cards, emphasising to all users that their actions are being monitored. In particular it makes it increasingly difficult for dissidents to retain anonymity from the governments they criticise. PEN International shares these concerns; as part of our focus on digital freedom, we hope to give writers access to digital security tools, empowering them to protect their privacy online even in countries with intrusive surveillance regime.

Nombre des menaces qui pèsent sur la liberté d’expression individuelle proviennent des restrictions croissantes sur l’anonymat en ligne ; ces limitations peuvent avoir un « effet paralysant, entravant la libre circulation des idées et de l’information ». Certains pays imposent aux usagers d’enregistrer leurs noms et leurs coordonnées au cybercafé ou lors de l’achat d’une carte SIM pour leur téléphone portable, signifiant à tous ces usagers que leurs actions sont surveillées. Il devient, en particulier, de plus en plus difficile pour les dissidents de conserver leur anonymat auprès des gouvernements qu’ils critiquent. PEN International partage ces préoccupations ; dans l’optique de soutenir la liberté numérique, nous comptons donner aux écrivains l’accès à des outils numériques qui leur permettent de protéger leur identité en ligne, même dans les pays qui mettent en œuvre un régime de surveillance intrusive.

Source text - English 1. Principle of respect for human rights and fundamental freedoms
Cultural diversity can be protected and promoted only if human rights and fundamental freedoms, such as freedom of expression, information and communication, as well as the ability of individuals to choose cultural expressions, are guaranteed. No one may invoke the provisions of this Convention in order to infringe human rights and fundamental freedoms as enshrined in the Universal Declaration of Human Rights or guaranteed by international law, or to limit the scope thereof.
2. Principle of sovereignty
States have, in accordance with the Charter of the United Nations and the principles of international law, the sovereign right to adopt measures and policies to protect and promote the diversity of cultural expressions within their territory.

La diversité culturelle ne peut être protégée et promue que si les droits de l’homme et les libertés fondamentales, telles que la liberté d’expression, d’information et de communication, de même que la possibilité pour les individus de choisir leurs expressions culturelles, sont garantis. Nul ne peut invoquer les clauses de cette convention dans le but de porter atteinte aux droits de l’homme et aux libertés fondamentales consacrés par la Déclaration universelle des droits de l’homme et garantis par la loi internationale, ni de limiter leur portée.
2. Principe de souveraineté
