Source text - English The Great Lakes are a national treasure constituting the largest freshwater system in the world. The United States and Canada have made great progress addressing past and current environmental impacts to the Great Lakes ecology. The Federal Government is committed to making progress on the many significant challenges that remain. Along with numerous State, tribal, and local programs, over 140 Federal programs help fund and implement environmental restoration and management activities throughout the Great Lakes system. A number of intergovernmental bodies are providing leadership in the region to address environmental and resource management issues in the Great Lakes system. These activities would benefit substantially from more systematic collaboration and better integration of effort. It is the policy of the Federal Government to support local and regional efforts to address environmental challenges and to encourage local citizen and community stewardship. To this end, the Federal Government will partner with the Great Lakes States, tribal and local governments, communities, and other interests to establish a regional collaboration to address nationally significant environmental and natural resource issues involving the Great Lakes. It is the further policy of the Federal Government that its executive departments and agencies will ensure that their programs are funding effective, coordinated, and environmentally sound activities in the Great Lakes system.

Целый ряд межправительственных организаций берет инициативу по решению вопросов окружающей среды и хозяйствования в системе Великих озёр. Source text - Russian По сообщению российских СМИ, на Олимпиаду в Турин российская делегация привезла около 25 килограмм черной икры. По данным WWF России, эта икра вывезена с грубым нарушением международного и отечественного законодательства.
Осетры внесены в Приложения Конвенции о международной торговле видами дикой фауны и флоры, находящимися под угрозой исчезновения (СИТЕС), а это значит, что икра осетровых рыб может экспортироваться из страны только в строгом соответствии с процедурами Конвенции, то есть как минимум по специальным разрешениям и в соответствии с установленной экспортной квотой. Однако на сегодняшний день квота на экспорт равна нулю, а Административный орган СИТЕС в России никаких разрешений на экспорт икры в Италию не выдавал. То есть икра вывезена из страны с нарушением действующего таможенного законодательства и международных норм. Попросту говоря, - контрабандным путем.
Translation - English Russian mass media sources report that about 25 kilograms of black caviar were imported from Russia to the Olympic Games in Italy, Turin. According to the information of Russian WWF, this caviar was imported in a gross violation of Russian and international Law.
Sturgeon was added to the list of “endangered species of flora and fauna” in the Appendix of the Convention on International Trade of Wild Flora and Fauna (CITES). As a result of it sturgeon caviar can be exported from the country under procedures stated in the Convention. At a minimum all exports require an authorization, which must fall within the established quota. However Russia currently has a zero export quota and CITES Administration has not issued authorization for caviar in Italy.
Thus the recent export of caviar to Italy was a violation of current customs Law and international standards. To put it bluntly- the caviar was smuggled.

Source text - English This indicator takes the approach that harvest disturbances should be made to approximate some of the important structural characteristics of natural disturbances. These characteristics include irregular boundaries and inclusions of significant levels of standing residual trees - both living and dead. This harvest approach includes a more holistic perception of a disturbance mosaic, which includes not only areas that have actually been cut, but also inclusions of uncut forest (insular residual), peninsular residual patches, other cuts in close proximity, and forest separating cuts. This more holistic view calls for a level of retention ranging from 10-50%, based on the PIC analysis.
The exception to this approach for residual retention allowed for small cuts (average of 5% residual) was developed for cuts so small that it was impractical to consider them as a disturbance mosaic. It should be applied where the mosaic approach is impractical, and where it is perceived, (by virtue of the small cut size and large perimeter to area ratio) that the ecological benefits from residual structure will flow largely from the long term presence of adjacent forest in addition to the insular residual (i.e.,, the 5% average), and reserves established for other purposes. This same approach is applied in gap or small disturbance ecosystems where dispersed patch cutting is used.
Regarding quantifying stand structure, it is not possible to predict, ‘’the best or only’’ method. For that purpose, the applicant develops and implements a credible method for planning, operationalizing and quantifying residual structure in such a fashion as to meet the intent outlined here.
Translation - Russian Это раздел предлагает подход, целью которого является приблизить нарушения от вырубок к некоторым важным характеристикам естественных нарушений. Данные характеристики включают нечеткие контуры вырубок, вкрапление невырубленных структур, как живых так и сухостойных. Этот подход в вырубках основывается на целостном восприятии мозаики нарушений, который охватывает не только территории, где уже произвелись рубки, но и те, где вырубки не производились, а также примыкающие к вырубкам участки и разделительные полосы между вырубками. Этот более целостный подход выступает за сохранение 10-50% структур после вырубок и основывается на анализе PIC.
Исключением в подходе сохранения невырубленных структур являются узколесосечные вырубки (число равно 5%), это относится к очень незначительным узколесосечным рубкам, т.к. не представляется практичным включать их в общую мозаику нарушений. Данный подход должен применяться там, где использование мозаики непрактично, и где (в силу незначительных размеров рубок по отношению ко всей территории) экологические преимущества от невырубленных участков будут исходить в основном из примыкающих лесов, а также отдельно стоящих структур и резервов, оставленных для других целей. Точно такой же подход применяется в экосистемах, где произошли малые нарушения при выборочных незначительных вырубках.
При определении подходов, не всегда легко предсказать самый лучший или единственный метод. Именно поэтому необходимо разработать и применить такой разумный метод планирования, внедрения и подсчета невырубленных участков, который позволил бы выполнить поставленную здесь задачу.
