An unbalanced world is getting caught up in the blame game. As the IMF and World Bank gather in Washington this weekend for their annual meeting, the risk of finger pointing is high. There are two sides to this increasingly contentious dispute: The United States is pinning the blame for its massive trade and current account deficits on the rest of the world -- bemoaning sluggish growth in Europe and Japan, along with unfair trading practices in China. The rest of the world holds the saving-short US accountable for a disproportionate share of the global economy¡¯s unprecedented imbalances. Where should the blame be placed?
Context is key in framing the answer to this question. In 2005, our estimates suggest that the US will account for fully 70% of all the current account deficits in the world economy (see my 16 September dispatch, Asymmetrical Risks of Global Rebalancing). That¡¯s more than double America¡¯s 28% share in world GDP as measured at market exchange rates and more than three times the US weight of 21% as gauged by the IMF¡¯s purchasing-power parity metrics. By contrast, Japan¡¯s surplus -- the world¡¯s biggest -- accounts for only 17% of all the current account surpluses in the world. In fact, it takes ten economies -- Japan, Germany, Russia, Saudi Arabia, China, Norway, Switzerland, Canada, Singapore, and the Netherlands -- to make up the same 70% share on the surplus side of the equation that America accounts for on the deficit side. In my view, there can be no mistaking the highly disproportionate share that America plays in fostering overall imbalances in the global economy.
But that still begs the key question of blame. Many continue to view America¡¯s outsize deficits as simply a by-product of chronic growth and return deficiencies elsewhere in the world. That¡¯s pretty much the party line in Washington these days. US politicians and policy makers argue that America is doing the world a huge favor by playing the role as both a powerful engine of growth as well as a magnet for returned-starved capital. This has prompted Washington¡¯s (and Wall Street¡¯s) triumphalist explanation of global imbalances -- that the US capital account surplus is effectively driving the current account deficit. The other side of the debate is the tale of a saving-short US economy. With America¡¯s net national saving rate hovering at a record low of 1.5% of GDP since early 2002 -- and likely to get considerably worse over the next 12-18 months -- the United States is putting enormous pressure on the rest of the world to fund its economic growth.

U.S.A. and European Union have both issued many low energy consumption standards. The rigorously defined zero-load power consumption and minimum operation mode power efficiency standards became a challenge to the design of power charger and adapter. In this article, we will introduce the current status of global power efficiency regulatory standard forum. Based on analysis of different merits of several power management solutions, we will recommend the LinkSwitch compatible integrated power solution design.
In US, each state has its own regulations on energy and power efficiency to reduce the power loss of all sorts of equipments and appliances. But there hasn¡¯t been much enforcement of these regulations, and the power supply vendors and system makers -such as Energy Star are allowed to relax the standard by marking differently on their products.

Operation method of a SRAM device
Abstract
An operation method for a static random access memory (SRAM) device. The SRAM device has a plurality of memory cells. Each of the memory cells is periodically refreshed to retain valid data. The operation method comprising receiving an access address and a refresh address for the SRAM device and detecting whether a transition pulse and a refresh pulse being generated. The access address is used for accessing data stored in the SRAM device and the refresh address is used for periodically refreshing the memory cell in the SRAM. The transition pulse is generated by an address transition detector when a read/write operation is issued. The refresh pulse is generated in response to a refresh clock being in an active state.

Content addressable memory apparatus and method of operating the same
Abstract
An apparatus and an operation method of a content addressable memory (CAM). The content addressable memory has a memory array and a frequency multiplier. The memory array has a memory cell row, which has a plurality of memory portions and a tag-compare portion. Each memory portion is used to store bit data. The tag-compare portion receives a compare data signal, which is compared to the bit data stored in all the memory portions. The memory portions are connected to the tag-compare portion in parallel. The frequency multiplier receives an external drive signal, and outputs an internal compare signal after multiplying a frequency of the drive signal with a certain numeric. The tag-compare portion sequentially compares the compare data signal with the bit data stored in each memory portion according to the clock of the internal compare signal, and outputs a match signal.
