English to French: MSF report on South Sudan General field: Other Detailed field: International Org/Dev/Coop
Source text - English Sudan is a country in crises that has become the centre of international attention in 2004 due to the Darfur crisis. It has been accused of genocide, and threatened with sanctions by International community. President Beshir is under extreme pressure on three fronts; Darfur, the Southern Peace process and, finally, growing political opposition.
Displacement, marginalisation, reduced opportunities, poverty, reduced access to essential services and destroyed coping mechanisms has led to high morbidity and mortality and leaves the population vulnerable to disease outbreaks and many parts of Sudan remain food insecure and an estimated 6 million people rely of food assistance especially in the south of the country.
Despite prospects of peace, it is likely that these aforementioned humanitarian needs will persist in Sudan if not increase. A return to inter- clan fighting in the Upper Nile between heavily armed but now disenfranchised militias, and/or movement of returnees. The current planning figure for UNOCHA Sustainable Returns Team is 950 000 IDP’s and 50 000 refugees returning to the South through 4 major corridors over the next 12 months, one known passage being through Bentui area.
In addition if peace is signed and implemented, it will change the environment in which humanitarian activities are conducted in areas affected by conflict and probably necessitate a review of our objectives. It will become more difficult to maintain an humanitarian and medical agenda as developmental perspectives will likely prevail amongst the authorities, as well as the UN and other NGOs. The promise of huge peace dividends from USAID and other international donors earmarked for development will be prioritised over humanitarian programming with MSF having to operate in an increasingly strict regulatory environment with health authorities seeking their own perspectives on public service provision, cost recovery etc.
Translation - French Le Soudan est un pays en crise que le conflit du Darfour a projeté sur le devant de la scène internationale en 2004. Il a été accusé de génocide et menacé de sanctions par la communauté internationale. Le président Beshir subit des pressions extrêmes sur trois fronts : le Darfour, le processus de paix du Sud-Soudan et l’opposition politique croissante.
Les déplacements, la marginalisation, le déclin des opportunités, la pauvreté, l’accès limité aux services essentiels et la destruction des mécanismes d’adaptation ont conduit à une augmentation de la morbidité et de la mortalité. La population est vulnérable aux épidémies et de nombreuses régions du Soudan sont touchées par l’insécurité alimentaire. On estime ainsi que 6 millions de personnes dépendent de l’aide alimentaire, en particulier dans le sud du pays.
En dépit des espoirs de paix, ces besoins humanitaires devraient vraisemblablement persister, voire augmenter, en raison de la reprise des conflits interethniques entre les milices du Haut-Nil, lourdement armées, mais désormais privées de leurs droits, et/ou du mouvement des personnes rapatriées. Actuellement, l’équipe chargée d’organiser des retours durables (Sustainable Returns Team) du Bureau de la coordination des affaires humanitaires des Nations Unies (OCHA) prévoit le retour au Sud-Soudan de 950 000 déplacés et de 50 000 réfugiés, qui emprunteront les quatre principaux corridors (dont l’un passant par la région de Bentui) au cours des 12 prochains mois.
Par ailleurs, la signature et le respect d'éventuels accords de paix modifieront le déroulement des activités humanitaires dans les régions touchées par le conflit et nécessiteront probablement une révision de nos objectifs. Il sera de plus en plus difficile de maintenir l’action humanitaire et l’assistance médicale à l’ordre du jour, car les autorités du Soudan, ainsi que les Nations Unies et d’autres ONG risquent de privilégier les perspectives de développement. La promesse de dividendes de la paix sous forme de crédits de développement considérables accordés par l’USAID et d’autres donateurs internationaux prendra le pas sur les programmes humanitaires. MSF devra alors agir dans un cadre réglementaire de plus en plus strict, les autorités sanitaires cherchant à développer leurs propres perspectives de fourniture de services publics et de recouvrement des coûts notamment.
