Source text - English Somalia famine hits farmers hard – but XXX project brings hope for the next harvest
Agricultural communities in southern Somalia – the country’s grain basket – are being severely affected by the current drought, which has resulted in widespread failure of crops. This year’s cereal crop was the lowest in 17 years, and cereal prices have soared due to dwindling local stocks. The crisis has meant that seed, previously kept aside for replanting, has been eaten – therefore farmers don’t have seeds to plant ahead of the approaching rainy season. Even when seed is available on the market, many households do not have the money to purchase it.
Farmers are struggling to provide food for themselves and their families, and are also not receiving an income. It is expected that recovery for agricultural households will be slow, even if the rains are above average in November.
But an XXX project is helping farmers get through this difficult time and providing hope for a better harvest in January.
Food security through cash transfers
Since May 2010, XXX, through its local partner YYY, has been supporting farmers in Lower and Middle Juba through a community-led food security initiative – a three-year project which supported eight villages last year and is currently supporting a further seven villages. Another project, started in 2008 and delivered through XXX partners ZZZ and WWW, has benefited over 17,000 families along the riverine regions of Lower and Middle Shabelle and Hiran. These projects have been expanded as part of our emergency response to the current famine.
The project transfers cash to farming families to help them meet immediate food needs and purchase seeds. Over the past two weeks, 3,750 farming families in Middle Juba have received between $80-85 – enough to buy food for the family for one month. Another 3,000 families will receive the money shortly.
Seeds and tools
3,000 farmers in Middle Juba and nearly 5,500 in Lower and Middle Shabelle are also benefiting from agricultural inputs such as seeds, tools and technical training, to help them grow crops in time for the next harvest in January. New water pumps and the rehabilitation of local wells are helping farmers to irrigate their land. Last week land was prepared for 50 families – one hectare per family – and maize, sorghum and cowpea seeds procured for 260 families in Lower Shabelle.

Hassan, a farmer in Lower Juba, says the project has helped his family stay in Somalia rather than moving to Dadaab refugee camp in Kenya, where tens of thousands of Somalis have fled in recent months:
“I was contemplating to move to Dadaab with my family since we did not have any food in our store due to failure of rains last season and we had no other source of income to survive. Luckily the YYY team came to our village and told us they can support us with water pumps to irrigate our farms and I was lucky to be among those selected to benefit from the support. Now I have enough food for my family until next season.”
As a result of the project, farmers in several areas affected by famine have managed to successfully harvest crops – providing food for their own families but also making staple foods more available and affordable. Due to harvesting that took place last month in several villages in the Jilib area, the price of a 50kg bag of maize reduced by nearly half – from 1.2 million to 700,000 Somali shillings.

Dans le Sud de la Somalie, le cœur agricole du pays, les communautés vivant de l’agriculture sont sévèrement touchées par la sécheresse qui sévit actuellement et par les récoltes insuffisantes qui en sont la conséquence. Cette année a vu la récolte de céréales la plus faible depuis 17 ans, entraînant à la fois l’amenuisement des stocks et l’envolée des prix. En raison de cette crise, les populations n’ont eu d’autre choix que de consommer les graines qui avaient été initialement conservées pour être replantées, si bien que les agriculteurs et agricultrices n’ont plus de semences pour la saison prochaine. Et lorsque des graines sont disponibles sur le marché, leur prix est tel qu’il se trouve au-delà des moyens de nombreux ménages.
Les agriculteurs et agricultrices ont de grandes difficultés à subvenir à leurs besoins et à ceux de leur famille et, de surcroît, ne génèrent aucun revenu. Tout semble indiquer que les ménages vivant de l’agriculture mettront du temps à se remettre de cette situation, même en cas de pluies plus abondantes que la moyenne pour le mois de novembre.
Toutefois, un projet de XXX vient en aide aux agriculteurs et aux agricultrices en ces temps difficiles et porte l’espoir de meilleures récoltes pour janvier.
Sécurité alimentaire par le biais de transferts monétaires
Depuis mai 2010, XXX vient en aide aux agriculteurs et agricultrices dans les régions du Moyen-Juba et du Bas-Juba, au sud du pays, par le biais d’une initiative communautaire portant sur la sécurité alimentaire, mise en œuvre par son partenaire local YYY. Il s’agit d’un projet de trois ans qui a porté assistance à huit villages l’année dernière, et concerne sept nouveaux villages cette année. Un autre projet, amorcé en 2008 et exécuté par l’entremise de ZZZ et WWW, deux partenaires de XXX, a bénéficié à plus de 17 000 familles le long des régions fluviales du Moyen-Shabelle, du Bas-Shabelle et de Hiran. Nous avons élargi ces projets dans le cadre de notre intervention d’urgence face à la famine qui sévit actuellement.
Le projet consiste à transférer de l’argent aux familles vivant de l’agriculture pour les aider à subvenir à leurs besoins alimentaires immédiats et à acheter des graines. Au cours des deux dernières semaines, 3 750 familles vivant de l’agriculture dans le Moyen-Juba ont reçu entre 80 et 85 dollars, soit une somme suffisante pour nourrir toute la famille pendant un mois. Une somme identique sera sous peu versée à 3 000 familles supplémentaires.
Semences et outils
3 000 agriculteurs et agricultrices du Moyen-Juba et 5 500 du Bas et Moyen-Shabelle reçoivent également des intrants agricoles tels que des semences, des outils et des formations techniques, en vue de les aider à planter à temps pour la prochaine récolte de janvier. De plus, grâce à de nouvelles pompes à eau et à la modernisation de puits locaux, il leur est plus facile d’irriguer les terres. La semaine dernière, dans le Bas-Shabelle, notre projet a permis de préparer 50 hectares de terres pour 50 familles, à raison d’un hectare par famille, et d’approvisionner 260 familles en graines de maïs, sorgho et dolique.
Les pompes à eau facilitent l’irrigation
Hassan, un agriculteur de Bas-Juba, affirme que le projet a aidé sa famille à rester en Somalie plutôt que de prendre le chemin du camp de réfugiés de Dabaab, au Kenya, où des dizaines de milliers de Somaliens ont fui ces derniers mois.
« J’envisageais de partir pour Dabaab avec ma famille car nos réserves de nourriture étaient épuisées à cause du manque de pluie la saison dernière et parce que nous n’avions aucune autre source de revenu. Heureusement, l’organisation YYY est venue dans notre village pour nous informer qu’elle pouvait nous aider en nous distribuant des pompes à eau pour irriguer nos terres. J’ai eu la chance de me trouver parmi les premiers sélectionnés pour bénéficier de cette assistance. Maintenant j’ai suffisamment de nourriture pour toute ma famille jusqu’à la saison prochaine. »
En conséquence de ce projet, des agriculteurs et agricultrices de plusieurs régions touchées par la famine ont réussi à faire pousser des céréales, leur permettant de nourrir leur famille mais aussi de rendre les denrées de base à la fois plus abondantes et plus abordables. Grâce aux récoltes effectuées le mois dernier dans plusieurs villages de la région de Jilib, le prix d’un sac de 50 kg de maïs a été quasiment divisé par deux, passant de 1,2 million à 700 000 shillings somaliens (742 dollars à 432 dollars).

La Wébonia est un état riche mais en proie à l’insécurité, à la pauvreté et à l’incertitude politique.
Un conflit grandissant dans ce pays menace la stabilité politique et économique régionale.
Le Conseil de sécurité des Nations Unies réuni en session extraordinaire a demandé aux quatre Etats voisins de la Wébonia que sont Augustina , Bulutha, Cartia et Deron de de mettre au point dans le cadre de l’Organisation de coopération économique régionale africaine (OCERA) une intervention régionale pour faire face à la crise.
Compte tenu de l’attaque d’une bande armée contre sa capitale, le gouvernement de Wébonia marque déjà son accord au déploiement d’une force régionale et s’engage à soutenir toutes les actions qui concourent au rétablissement de sa sécurité.
La région abrite des bandes armées d’un effectif d’environ 25.000 hommes appartenant à des milices ethniques et dont la plupart sont établies en Wébonia et sur ses frontières.
