French to English: Syria: Trump has Invented Impulsive Warfare General field: Other Detailed field: Journalism
Translation - English By responding to the chemical attack at Khan Shaykhun with military strikes on an air base, the President of the United States has completely changed the situation in Syria. He bypasses the UN and defies Russia. But does he have a long term strategy?
In 2013, Barack Obama decided against military action in Syria, which under Bachar al-Assad was accused of carrying out an attack with chemical weapons on a suburb of Damascus that had fallen into rebel hands (1500 were killed of which some 400 were children.) Moscow had convinced him by forcing the Syrian regime to dispose of its arsenal of chemical weapons under international supervision. In 2017, Donald Trump, often accused of being too close to Vladimir Putin, only waited 48 hours to punish Assad after the bombardment of the town of Khan Shaykhun with chemical weapons, which killed between 60 and 100 people and resulted in the distribution of heart breaking pictures of dying children. As a result, the new President of the United States has radically changed his position on the Syrian leader, who his administration had legitimized only a few days earlier by stating that it was no longer officially demanding his departure as a prerequisite for resolving the crisis.
If it is verified that the Syrian army was responsible for the chemical attack on Tuesday, which the United States has not yet proven, then the reprisals could be acknowledged to be justified. Because not only would Damascus have demonstrated a criminal cynicism in regard to its own population, as it has done before, but it would also have revealed its duplicity as its stock of chemical weapons was supposed to have been eradicated in accordance with the agreement of 2013. However, the attitude of the commander in chief of the American armed forces is causing some concerns. If this retaliatory attack becomes the benchmark of his foreign policy, it signifies that from now on, the president of the greatest power in the world will consider approval from the UN as an optional accessory, and he will not burden himself by worrying about multilateralism. This also implies that he will not hesitate to provoke a direct confrontation with other major powers, in this case Russia. Thus, we are witnessing a possible return to the rule of the strongest. That it appears legitimate to us in the case of the Syrian chemical attack doesn’t make it less dangerous for the new world order which is beginning to appear. What credibility will the United States have to prevent Russia or China behaving in the same way?
George W. Bush embarked upon preventative warfare, which brought chaos to the Middle East. We can only hope that Donald Trump has a well thought out and long term strategy, particularly with Russia, concerning this troubled region and that this practice of impulsive warfare – imagine the same strategy being used against Iran – doesn’t result in chaos of an even greater magnitude.

Translation - English Is there not something frightening in hearing the leader of the armed forces of the greatest power in the world “Confess” that he completely changed his mind on the basis of a simple feeling?
On April 4th, shortly after the sarin gas attack on the Syrian town of Khan Shaykhun, President Donald Trump denounced, quite rightly, a “chemical attack that was so horrific” and stated that it had killed, amongst some 87 people, “even beautiful little babies”
The following day, in a meeting of the United Nations Security Council, the United States representative, Nikki Haley, brandished photos of Syrian children who were victims of the attack by way of announcing that her country was “compelled to take our own action” One day later, American ships in the Mediterranean fired – without having advised the UN – 59 Tomahawk missiles (at 780,000 euros each) at the Syrian air base in Al-Shayrat which had launched the attack against Khan Shaykhun, killing 6 Syrian soldiers and destroying roughly 20 planes, but apparently leaving the runway intact. The majority of western governments and media approved.
A Tear in the Corner of the Eye
It’s not a matter of passing judgement on the sincerity of Donald Trump’s feelings after seeing the images of Syria’s infant victims. Moreover, it seems that he does not have the ability, as his predecessor did on occasion, of furtively suppressing a tear in the corner of his eye. The inflammatory and militaristic speeches of candidate, and then President Trump could make us doubt his honesty, but that’s not the point.
The problem, it seems to me, is found first of all in the heads of media organizations which report, without distancing themselves from the story, such “moments of emotion” as news items in their own right. It is a fact that for some time now, emotion has been at the heart of our TV news bulletins, which resemble entertainment programs more and more.
However, this problem lies much more with our politicians who, nowadays, play up to the emotions felt by the public. Trump’s “beautiful little babies” make me think of the affair of the Kuwaiti incubators which were emptied (It was said at the time of the invasion of the emirate in 1990) of their infants, who were abandoned on the floor and taken to Iraq by Saddam Hussein’s lackeys. This “scandal” sparked, as it should, an outcry in the United States, and it allowed George Bush Sr. to get the backing of Congress for his intervention in Iraq, which left at least 500,000 dead. How many of these were “beautiful little babies”? We learned afterwards that this scandal was a complete fabrication, perpetrated by the company Hill and Knowlton and the American government with the help of the Kuwaiti ambassador to the US, whose daughter was presented to said Congress as a tearful nurse who had witnessed the scene… Since then, George Bush Junior has allowed us to see his “daddy” as an honorable man.
Khan Shaykhun and its consequences also raise questions about the US “democratic” system itself. A system which, besides the fact that it only allows millionaires to attain power, has recently shown us (With Bush Junior and Donald Trump) that these millionaires can also be completely incompetent. Because what the incessant course changes of Donald Trump, and his remarks after the Sarin attack show once again, is that he is a president who, obsessed with his own ego and his resentment towards Barack Obama, doesn’t understand the issues involved.
A Sudden Change of Heart
Mr. Trump had “learned a lot” from Xi Jinping about the Korean situation during their meeting on 6th April. However, this did not prevent him from making some very definitive (and dangerous) remarks on the matter, nor did it prevent him from deploying an aircraft-carrier off the Korean coast two days later…
The President of the United States came back to the emotion that he felt on seeing the images of Khan Shaykhun several times; confiding to the press that after seeing them “My attitude toward Syria and Assad has changed very much.” This after 6 years of conflict and more than 310,000 dead… However, even if Trump is being honest, is there not something frightening in hearing the leader of the armed forces of the greatest power in the world “Confess” that he completely changed his mind on the basis of a simple feeling?
Just recently, UNICEF estimated that the violence against children in Syria had reached its “highest level” in 2016 with at least 652 children killed (20% more than 2015.) of which more than a third occurred near to schools. Furthermore, 2.3 million Syrian children throughout the world are currently deprived of education, of which 1.7 are in Syria and a third have known nothing but war. There are 280,854 children in areas which are besieged by the different sides involved in the war and more than 6 million are in need of humanitarian aid.
It is certainly not the Syrians who will believe in the sincerity of Mr. Trump’s feelings. For six years, they have seen their children killed or left crippled for life. In truth, when it comes to the Syrian “beautiful little babies” Donald Trump and Vladimir Putin, Bachar al-Assad and the rebel chiefs, Recep Tayyip Erdogan, the leaders of the oil-producing nations and a great many other of the world’s most powerful couldn’t care less.

French to English: Emilien and Amniotic Band Syndrome General field: Medical Detailed field: Medical: Health Care
Translation - English Amniotic Band Syndrome describes a complex group of congenital conditions, which in the majority of cases affect the upper and lower limbs, but also the “thorax abdomen” axis or the head. Emilien is one of 70 children born with this condition every year in France.
The condition was revealed in Emilien during the fifth month morphology ultrasound scan. That was also the day that our lives were turned upside down…
In the end, we learned that Amniotic Band Syndrome is benign compared to some other conditions (Without wanting to seem like it’s a competition of course…), but it allowed us to put a lot of things into perspective: the desire for a perfect baby, serious illnesses, and the meaning and value of life above all.
The roughly 70 children who, like Emilien, are affected by Amniotic Band Syndrome every year in France weren’t of interest to a lot of people, apart from their loved ones… That’s the conclusion which we rapidly came to when searching for information on the internet before he was born. OK, so 2002 was almost prehistoric for the web, but it has to be said that things haven’t changed much in 2017. Social media has perhaps improved things a little in terms of making contacts between patients and/or parents, but it’s still not ideal.
Since 2002, we have continued, however, to receive about 20 e-mails a year from people looking for information via our website: www.brides-amniotiques.com
Emilien has undergone 8 operations in total and he decided that the most recent, in 2016, would be the last. Most of the procedures were designed to improve his motor functions (Emilien was born without a thumb on his left hand) and also his legs (His left foot is often painful, and since he was born, he has had to attend at least 40 physiotherapy sessions per year).
The psychological aspect was quite complicated to deal with as well: for a long time, Emilien has felt an intense anger, to the point where some medical examinations, however benign (A simple X-ray for example…) became an ordeal. It was hard to cope with how different he felt as well: starting high school was a difficult time to get through, but in the end he managed to reconcile the fact that he had to “educate” others about his condition, do his school work, explain and also know to say stop when he had had enough.
Today, Emilien is 15, he is going to return to school (at “seconde” level, the equivalent of tenth grade in the US) with a completely normal timetable, he plays the drums, and he plays video games like a lot of other teenagers his age. He is “almost” normal.
It’s very likely that he will take over from us in continuing to increase awareness of this rare condition: he will tell people in his own words.
We have tried to raise Emilien to be a well-balanced boy; aware of his differences, and despite everything, also aware of his strengths.
