Any idea about average salaries for translation project manager in the UK?

Would appreciate any info and advice.
Also saw several job posts made by UK recruitment agencies with salary indications. Does 24 000 GBP per year mean "net salary" (after taxes), or "before taxes" (and what are the taxes if "before")? Also - shall I bother with these "people hunters" (recruitment agencies)? Are they reliable in general? Won't they take their "lion's share" from the salary?

Gross salary

Can't offer an opinion on the reliability of such agencies, but I am sure that the advertised salary would be the gross salary, i.e. before taxes.

Recruitment agencies charge employers only

Recruitment agencies in the UK charge the employer not the employee. I have been out of the UK for 20 years but I would be surprised if this has changed. Salaries in the UK are always quoted as an annual gross sum.
Gross = before tax

Agree with John

I took up an export sales and marketing position with a packaging manufacturer in 2006 and the recruitment agency took a one-off payment (of a couple of thousand pounds I believe) from the company - it didn't cost me a thing.

A reading of the conditions that are being offered to you would give you your answer.
