I can think of a few wordy ways of expressing this, but is there a natty alternative that's temporarily escaping me?

This is not about national pay deals dictating local wages (they're only a guide); it's more about how likely local pay rises are to stick to the centrally agreed rate rather than go their own way. Which possibly makes more sense to me than you :-)"
