This must, I think, be referring to a key statement of Fichte in which he uses the German expression "sich als frei setzen", referring to the I, the self:
"Das Ich ist frei, indem und dadurch daß es sich als frei setzt, sich befreit: und es setzt sich frei, oder befreit sich, indem es frei ist.
