The warehouse of the Ministry of Health is continuously staffed Monday through Friday from 8:00 a.m. to 5:15 p.m.

It's a decent rewording of it, putting "personal" to "staffed". You can't say that the "personnel (workers) at the warehouse work continuously from..." because that is saying something about that quite probably isn't true (putting aside lunch breaks, etc.). It's not really flex-time, either, because flex-time applies to the schedule of the individual workers, and not to the opening hours of a business or gov't office. The emphasis in this sentence is on the hours the office is open, not on the individual worker's schedule.

"Continuous schedule" is more formal, best here.

Creo el rango de horas tácitamente está indicando que es jornada continua (de lo contrario tendría dos rangos). De pronto se podría suprimir. En muchos de los ejemplos (office hours, business hours) solo escriben el rango de horas. En los ejemplos que se relacionan a continuación es claro el horario de "no atención".

However, other suggested options are also good, such as not translating the term (as it is unnecessary), or non-stop schedule. Also "non-stop workday schedule" or "continuous workday schedule" are acceptable.
