Management

From what I understand the task of keeping an eye on sexual harrassment must be the responsibility of the Ministry of Labor (Dept. of Labor) and Management.

Administrative Career Regime (or Planning)

I believe the Ministerio de Trabajo (Labor Department) refers to the Government employees, and that Administrative Career Regime is referring to the private companies. In any case, this comment does not affect my answer above.

If it refers ONLY to Government employees, then I agree with the other answer.
Peer comment(s):

agree Worklog : Thinking better, sorry Patricia, but this answer is far mor accurate, :-)

in the clerical job sector

"Administrativo" means clerk. This refers to sexual harassment in the office work sector (secretaries, etc.), and if the Labour Department or Ministry is concerned, it would be in a regulating capacity.
