This is taken from the contract for construction of several urea plants. However, I think from that context that this is a piece of industry terminology, rather than a legal term (though I'm open to suggestions to the contrary).
(n) Consumibles.
[El Contratista] suministrará todos los consumibles para la ejecución de las Obras, excepto por agua y energía eléctrica para la realización de la construcción de las Obras, las Pruebas (incluyendo la materia prima para la realización de las mismas), primeros llenados y puesta en marcha de las Plantas, los cuales serán por cuenta del Cliente.

I couldn't find anything with "primeros llenados" in your context, only "llenados de tanque"..see
