The overall context may warrant changing conozco la sanción to "I am aware that I am subject to the penalties" instead of "I am aware of the penalty," but given the context you've offered, I would stick with the latter.

Problem solved I want to thank Patinba and Bill H., but I decided to go with: I am aware that I am subject to the penalties of perjury if any statement made by me herein is false.
Both of the suggestions were excellent, but I will have to close this question without grading. Again, my thanks.

disagree Sandro Tomasi : Central ? not whether witness knows if s/he can be held liable, but if s/he knows the penalty (conozco la sanción). Why leave out “admite”? “False declaration” is awkward and/or pompous. “Liable” is interesting.
