I think you will see that "vía" should not be taken literally as "route" (which is a nonlegal term), but rather to administrative remedies available prior to seeking redress in court. Here is a definition from a glossary from the Instituto Nacional de Seguros de Costa Rica that indicates that "via administrativa" refers to the remedies ("recursos") that must be exhausted before seeking redress in court, and not to a "route":

Agotamiento de la vía administrativa--Situación jurídica–procesal con sede en la Administración Pública, que consiste en el cumplimiento por parte del reclamante de todas las etapas y recursos establecidos en el ente u órgano estatal, para lograr su pretención, la cual ha sido denegada. Es un requisito indispensable para que el reclamante recurra a los Tribunales de Justicia.

agree neilmac : I find it hard to swallow that "English-speaking lawyers" (if natives) would fail to understand this "plain-speaking" synonym for the legalism in question. See Funk + Wagnells.

"Route" in this case is a literal translation that I believe would not be understood by English-speaking lawyers. In effect, I tried out the phrase on two lawyer friends and they didn't recognize the meaning, i.e. exhausting administrative remedies
