I think you will see that "vía" should not be taken literally as "route" (which is a nonlegal term), but rather to administrative remedies available prior to seeking redress in court. Here is a definition from a glossary from the Instituto Nacional de Seguros de Costa Rica that indicates that "via administrativa" refers to the remedies ("recursos") that must be exhausted before seeking redress in court, and not to a "route":

Agotamiento de la vía administrativa--Situación jurídica–procesal con sede en la Administración Pública, que consiste en el cumplimiento por parte del reclamante de todas las etapas y recursos establecidos en el ente u órgano estatal, para lograr su pretención, la cual ha sido denegada.
