I’m translating the Bid Specifications for a public call for tenders from El Salvador.

Here’s the context:

“Presentar toda la documentación requerida en las Bases de Licitación, de manera escrita en letra de imprenta, con mayúsculas y minúsculas; rubricará y sellará todas las hojas de la oferta y deberán estar numeradas correlativamente en original y como copias, fotocopias de su original. A menos que sean salvados en legal forma, son inadmisibles toda enmienda o corrección, textos entre líneas, tachaduras, palabras sobrepuestas a otras raspaduras, adiciones, entrelineas, borraduras o testados. Todas las ofertas que sean firmadas por el representante del ofertante deberán estar acompañadas de la documentación que legitime esa representación establecida en legal forma.”

Any ideas? The only thing I’ve come up with so far is "Unless otherwise circumvented by law", but that doesn’t really make sense to me…

What constitutes the 'proper manner' depends on the wider context - in some countries, for example, any such corrections/alterations must be initialed by the same person(s) as sign(s) the document, and/or by the notary (if there is one).

'proper manner' nicely avoids the problem here where we don't know, without wading through El Salvador's entire legislation, whether the requirements are laid down in law, by some other instrument, or by mere custom (any of which might be covered by 'legal forma').
