it is given in Eurodict as profit-sharing agreement but I know as Joint venture agreement from many such original english documentation. However I can ton be sure of spanish form

If no agreement has been executed or signed, maybe they are just referring to the mutual decision to participate together in the bid process.... I would explore this possibility. Good luck!!

It that's what it is. Now, it they need a contract between themselves to do it, it's a joint bid agreement.

I liked "Joint Venture", but it was rather too binding for this kind of deal. One can go into joint venture for the acquisition of an energy firm, but if it is a supply contract (the majority of public tender processes under "acuerdos de participación" are), the terms are usually looser.
