La Red es una alianza de institutos educativos. No sé si el 75% es el nivel que ha alcanzado la Red. O bien que la Red ha establecido un nivel más favorable que el 75%.
CONTEXTO: Asesoría por parte de Fulano del Acme Scorecard, sobre la correcta implementación de los indicadores para programas educativos en línea, fundamental para que las instituciones de la Red continúen trabajando en las mejoras necesarias para el logro de la certificación institucional a nivel internacional. EL AVANCE EN CUANTO AL SCORECARD ES DE 75% A NIVEL DE RED.
The syntax and sentence-length throughout this document have been challenging. But here I'm finally stumped (or maybe a nap would help) because there's not enough context for me here to be certain, and there's nothing to help me on their website either.
I only know this pattern as being one that expresses a range, from 75% to ??. But from the context that precedes all this (and there's a lot!) it would fit the story better if this 75% rating is what the network has actually achieved.

I'm sure it refers to what the Network has actually achieved. Literally "75% at Network level". I'd suggest you might express it like this. "As a whole" is an optional extra, but I think it might help to clarify it.

The net has had a progress of 75% as far as the scorecard is concerned. I guess that your confusion stems from the use of the word "A", as in: "a nivel red"which in this context should be translated as the preposition at.
