Are you trying to go E > R or R > E ?
A campaign group or political action committee or legislative committee or coalition of interest groups might spearhead a campaign for or against some legislative or political measure, that is the group, comittee etc would lead the campaign.
Since the phrase "local legislation" appears in the question, one note: Journalists, say, might write "spearhead legislation" but English teachers would wince in pain,
In general you enact legislation, vote legislation up or down, but only in broadest shorthand would you "spearhead legislation."

I would still like to know the context a little more fully to say for sure.
