attempt. As for "far from concluding that...," it sounds like English to me, but I think "believing" or "thinking" would be closer to the original.

"There happen to be" doesn't quite fit here. Perhaps "We are far from believing/thinking that there has been any attempt..." or "...that this is an attempt..." The latter would fit if it follows an example of something that could be viewed as such an

I say keep it simple, otherwise it sounds too cumbersome in English.

A direct translation into one sentence sounds very cumbersome in English. I would suggest splitting it into 2 sentences. The first would be something like 'We are far from the view that there is a place for giving unfounded advantages to any bidders....'
Example sentence:

We are far from the view that there is a place for giving unfounded advantages to any bidders.

We would urge you to reconsider how the tender is to be carried out for the design of the Sulphur Production Unit, and bring it into agreement with world standards.

I took some poetic license here, but I think this sounds stronger in English than a close translation of "we are far from the thought..."
I also think it is stronger in English to say "we believe it is inappropriate" than to say "it is not our belief that it is appropriate."
