For purposes of navigation, irrigation, and flood control, humans have changed the natural flow of waterways. : You are correct about the definition of waterway, but we just don't say "waterway work". "Waterway works" would be "obras aos cursos d'agua"

'obras aos cursos d'agua' parece ser uma tradução feita mediante google ou coisa alguma."water way works' means 'works related to waterways'

– LESTA) assim define: “Aquaviário - todo aquele com habilitação certificada pela
autoridade marítima para operar embarcações em caráter profissional”
Nesta definição entram as categorias profissionais de marítimos, fluviários, pescadores, mergulhadores, práticos e agentes de manobra e docagem.
Portanto, são profissionais que trabalham em mares e rios, e não apenas em transporte.
