agree Wm Steinmetz (X) : agree only with "making it necessary to apply the provisions of" - I wouldn't use enforce here because that would suggest some kind of previous noncompliance.

This is the meaning of the sentence: The defendant was summoned to respond and didn't do it, and the provisions (of article 484 of the Code of Civil Proc.) were put into effect.

"were put into effect" = applied (in this case)

The provision was made effective to the concrete case. Please read at the beginning of my explanation: "were put into effect" = applied (in this case). Please read what art. 483/484 say: the efficacy of a foreign decision depends on STF's approval.
