: The provision was already in effect. It applied, was complied with, was used, was carried out, etc. "Put into effect" has a different meaning.

The provision was made effective to the concrete case. Please read at the beginning of my explanation: "were put into effect" = applied (in this case). Please read what art. 483/484 say: the efficacy of a foreign decision depends on STF's approval.
