integrar para nao entregar

History
An idea underlying Brazilian political policy towards the Amazon in the late 1960s, which was to "integrate" it physically into Brazil by colonising it with landless peasants of the North East, rather than risk the Amazon being effectively "annexed" by other Latin American countries. This was a slogan openly espoused by the Brazilian government, and marked its attitude towards "conservation" of the Amazon, that it to say, the government took on a developmental, as opposed to conservationist line, because of nationalistic fears and in order to solve internal problems with poverty.

Integration, not annexation/ separation/capitulation
I suppose it depends what nuance or aspect of "nao entregar" you'd rather highlight... I can't think of a rhyme that captures it perfectly! ;)
