public health surveillance
*IF* this is about human health, then it's 'public health surveillance'. In the public health field, 'sanitario' is translated as 'public health'.You can't leave out 'public'. (I have worked for WHO and the Pan American Health Organization for over 30 years.)
BTW, there is ALWAYS context, even if it's a sign hanging over a health post in the wilderness. In that case, the setting is your context.

Sanitary Surveillance
Just as valid as "Health Surveillance", I reckon it depends on the context at hand.
'Sanitary Surveillance' was more frequently used in veterinary epidemiology, although nowadays in my main line of work we tend to use something like "[disease name] surveillance" e.g. Bovine Tuberculosis Surveillance , HPAI (Highly Pathogenic Avian Influenza) Surveillance or Bovine Spongiform Encefalopathy Surveillance
Again, as it has been mentioned, context, context, context. Without it, there are numerous viable alternatives
