I realize there is no corresponding preposition in Portuguese; however, to make it sound "right" in English, it is necessary. Of course, "gas" would be added before "pipeline."

I agree unless it is implied that it means it has to follow guidelines to be constructed or laid parallel to the gas pipeline or something to that effect. Of course that means "constructed" or "laid" is implied in the meaning, which is my interpretation.
