I'm trying to find a way to use this term without having to add words in English (if that's possible).

Here's an example (in reference to a flip-flop):
セット端子Sにハイレベルが供給されている限りそのQ出力はハイレベルとなる。

So long as a high-level is provided to the set terminal S, its output Q will also be at a high level.

Do I need to add "voltage" here for clarification? (e.g., So long as a high-level voltage is provided....will also be a high-level voltage.

There are lots of these high-level / low-level things peppered throughout the document. Thanks for looking.

high-level signal, "high"

In the case of PLLs, we usually talk about input and output signals that are high-level or low-level. It is also possible to use "high" or "low" in quotation marks.
