duties entailing special responsibilities
in categories of employees, 'di concetto' implies those who work more with their brains rather than their hands - impiegati (office workers) rather than operai.
how it's translated here would depend on what follows the 'cioè'.
"With professional duties"?

Second thoughts:
in a company there will be \'impiegati\', \'impiegati di concetto\' and then management, perhaps clerical workers and (junior) management. So erhaps here \"worker with managerial duties\"?

agree that 'employee' is better. We're all workers!

administrator/administrative assistant
an administrative assistant is more senior than a clerk/clerical assistant and an administrator more senior still. The latter has broader organizational and planning responsibilities.
If the work involves planning "planning assistant" would also be fine.
